Yes—many emulators can run without hardware virtualization, but “emulator” covers very different technologies. Retro-console and application emulators commonly execute entirely in software. QEMU can boot operating systems with its software translator (TCG), and Google’s Android Emulator has an -accel off fallback. The cost is usually slower execution, poorer graphics performance, limited compatibility, or all three. “It launches” is not the same as “it is usable.”
Virtualization and emulation are not the same thing
Emulation reproduces another machine’s CPU and hardware in software. It can run a guest architecture unlike the host, but translating instructions consumes substantial CPU time. Virtualization lets compatible guest code run directly, or almost directly, on the host CPU through a hypervisor and extensions such as Intel VT-x, AMD-V/SVM, Apple’s virtualization support, KVM, WHPX, or Hypervisor Framework.
QEMU illustrates the distinction: its default Tiny Code Generator (TCG) is software emulation; an accelerator such as KVM or HVF must be selected for hardware-assisted execution. See QEMU’s system introduction.
People also use “without virtualization” to mean different things:

- VT-x or AMD-V is disabled in BIOS/UEFI.
- The host has no usable hypervisor (KVM, WHPX, or Hypervisor Framework).
- The program is running inside a VM without nested virtualization.
- Acceleration is deliberately disabled for compatibility or debugging.
- GPU acceleration is unavailable. This is separate from CPU virtualization.
Quick answer by emulator type

This is a category-level guide, not a guarantee for every product or system image.
Android Emulator: test acceleration, then use software mode
1. Check whether an accelerator is usable
From a terminal where the Android SDK emulator is on your path, run:
emulator -accel-check
The result identifies a usable backend such as WHPX on Windows, Hypervisor Framework on macOS, or KVM on Linux. A failed check means accelerated execution is unavailable; it does not prove that the AVD can never start.
2. Disable VM acceleration
Launch the AVD with:
emulator @AVD_NAME -accel off
Google documents -no-accel as an equivalent spelling:
emulator @AVD_NAME -no-accel
Without a hypervisor, the emulator translates guest machine-code blocks to the host architecture. Boot time can increase sharply; Android may feel unresponsive, animations can stutter, CPU use can remain high, and Gradle builds, app installation, and automated tests may take far longer. Google presents these switches primarily as debugging options, not an equal replacement for accelerated development (command-line reference).

3. Treat graphics as a separate problem
CPU VM acceleration and GPU rendering are independent. You can have hardware-assisted CPU execution with software graphics, or software CPU emulation with host-GPU rendering. If the display is blank, corrupted, or crashes, try:
emulator @AVD_NAME -gpu software
Other documented software paths include:
emulator @AVD_NAME -gpu swiftshader
emulator @AVD_NAME -gpu lavapipe
For a deliberately unaccelerated diagnostic run:
emulator @AVD_NAME -accel off -gpu software
In Android Studio, open Device Manager, create or edit an AVD, open Additional Settings, then under Emulated Performance change Graphics acceleration to a software option. Google warns that unsupported graphics modes can cause crashes or incorrect output; consult the current acceleration guide.
System-image and host-architecture limits
Google’s documented VM-acceleration path targets x86/x86_64 images on x86 hosts and arm64-v8a images on ARM64 hosts. ARM or MIPS images on Intel or AMD hosts cannot use that specified acceleration path; that wording does not mean every such image is impossible, because software translation or another compatibility path may still exist.
On Intel and AMD systems, acceleration also depends on CPU virtualization extensions and second-level address translation such as Intel EPT or AMD RVI. On Windows, Google recommends WHPX. Its current documentation says the Android Emulator hypervisor driver is scheduled to be sunset on December 31, 2026, and that HAXM has been deprecated since January 2023; emulator versions starting with 36.2.x.x will no longer use HAXM. These dates and version statements are time-sensitive.
QEMU without KVM, HVF, or WHPX
QEMU can use software TCG explicitly:
qemu-system-x86_64
-accel tcg

-drive file=disk.img,format=raw
The complete command depends on the guest architecture, firmware, machine type, disk format, networking, and display. Do not assume this example is bootable for every disk image.

With TCG, a same-architecture guest may be acceptable for a shell, firmware testing, OS development, or a small headless service. Cross-architecture guests—such as ARM on an x86 host—usually demand more translation and can be dramatically slower. Desktop environments, browsers, 3D software, and multiple guests are poor candidates. QEMU’s security documentation also says not to rely on the non-virtualization TCG use case for the same guest-isolation or security guarantees as its documented virtualization use case.

- Retro games: most classic-console emulators do not require VT-x or AMD-V. If performance is poor, first adjust resolution scaling, shaders, audio, and frame pacing.
- Light command-line guests: QEMU TCG can be practical, especially with a same-architecture guest and modest RAM.
- Android debugging: an unaccelerated AVD can be useful for a quick reproduction or boot check.
- 3D games, video, camera and sensor testing: software CPU and graphics paths can make these impractical.
- Large Android builds and test farms: a device that boots may still be too slow for productive iteration or many parallel instances.
There is no responsible universal multiplier such as “ten times slower.” Results vary with guest architecture, instruction mix, emulator version, graphics backend, storage, RAM, and host CPU.
If the emulator fails, isolate the cause
- Read the exact error. A hypervisor message, graphics initialization failure, missing SDK component, corrupt AVD, and insufficient storage require different fixes.
- Run
emulator -accel-check. If acceleration fails, retry the same AVD with-accel off. - Separate graphics from CPU execution. If software CPU mode starts but the screen is broken, try
-gpu softwareor-gpu swiftshader. - Try a lighter configuration. Use a lower-resolution AVD, a lightweight guest, fewer simultaneous instances, and only as much RAM as the host can spare.
- Check for nesting. VMware, VirtualBox, Docker, corporate desktop VMs, and cloud VMs may hide virtualization unless nested virtualization is explicitly exposed. Google specifically documents restrictions for these environments.
- Test another system image or recreate the AVD. Software fallback cannot repair an unsupported image, corrupted virtual disk, or missing emulator binary.
When a physical device or cloud testing is better
For regular Android development, a physical phone avoids local CPU virtualization and gives more realistic sensors, cameras, graphics, timing, and performance. It does require hardware, charging, device management, and coverage across versions and manufacturers. Official starting points include the Google Store phone catalog and Samsung’s mobile devices.
Firebase Test Lab provides hosted physical and virtual devices for automated compatibility testing when local emulation is unavailable or too slow. It is not a full replacement for a responsive local debugger, and pricing, quotas, and free allowances should be checked on the current billing pages.
A different commercial emulator does not automatically bypass the same CPU and graphics constraints. For example, Genymotion Desktop may be relevant, but its current requirements must be verified before treating it as a solution to missing virtualization.

Bottom line
Software emulation is a legitimate fallback: retro-console emulators usually work without virtualization, QEMU can use TCG, and Android’s -accel off mode can boot supported configurations. Expect a major usability cost, especially for cross-architecture guests, Android UI work, graphics-heavy applications, and repeated automated tests. If you need dependable day-to-day Android development, enable a supported hypervisor where policy allows, use a physical device, or move testing to a cloud device lab.
