Criminals posing as police, CBI, ED, customs or telecom officials frighten people into staying on video calls and transferring money to “verify” their innocence. The arrest is a legal fiction: India’s National Cybercrime Threat Analytics Unit says there is no concept of “digital arrest” under Indian law. If someone makes this demand, hang up, do not pay, and report any transfer immediately to 1930.

How an ordinary call turns into a fake investigation

A digital-arrest scam is a fraud in which criminals impersonate officials, accuse someone of a crime and use a prolonged phone or video call to pressure that person into paying. The demand may be described as bail, asset verification, a security deposit, an account check or a settlement. The victim is not legally under arrest; the caller is trying to create the feeling of being watched, prosecuted and unable to ask for help.

Reported accounts describe a progression from a plausible concern to a staged interrogation. A caller may claim that a parcel contains drugs or fake passports, or that a SIM card, Aadhaar-linked detail or bank account is connected to illegal activity. The victim is then transferred to supposed investigators, shown official-looking documents and urged to remain on camera while money is demanded. India’s March 6, 2025 I4C advisory warns about these impersonation and intimidation tactics.

  1. Unexpected contact: A call, automated message, WhatsApp call or message claims to come from a courier, telecom authority, police department or other organisation.
  2. A serious allegation: The caller says a parcel, phone number or financial account is linked to crime.
  3. A hand-off: The target is passed among supposed officials, each reinforcing the story.
  4. Video-call escalation: A person in uniform or a staged office appears on screen.
  5. Fake evidence: The caller displays a purported warrant, notice, court order or set of official guidelines.
  6. Isolation: The target is told not to disconnect, leave the room, or speak to family, a lawyer or local police.
  7. Payment demands: Money is requested for “verification,” bail, asset screening, clearance or case closure.
  8. More demands: After one transfer, new charges or procedural hurdles are invented.

A uniform, agency logo, familiar name, caller ID or document shown over chat is not authentication. Video can be staged; a seal or signature can be forged. Do not try to establish whether a document is genuine while staying on the call. End the interaction and verify independently.

There is no legal “digital arrest” in India

A video call does not make an arrest, and sending money does not clear a case. The I4C advisory states that “digital arrest” has no concept under Indian law and that real law-enforcement agencies do not digitally arrest people through this mechanism.

This does not mean a legitimate official could never contact someone by phone. The key warning is the claimed digital confinement and a demand for money, credentials or access to settle an unsolicited allegation. No genuine investigation becomes legitimate because a stranger asks you to transfer personal savings to an account, share an OTP or install an app.

The Reserve Bank of India has warned about impersonators who threaten to freeze accounts, seek banking information or PINs and OTPs, or pressure people to install unauthorised applications. Treat any such request as a major red flag.

Why people comply—and why that is not gullibility

The scam is designed to overwhelm, not to test intelligence. Authority cues—uniforms, legal language, official-looking forms and the names of powerful agencies—make the accusation seem credible. A threat involving drugs, terrorism, sexual offences or money laundering can also create fear of public shame, so a target may hide the call from family even when a second opinion would help.

Rapidly changing instructions and several callers create cognitive overload. Remaining on camera prevents the victim from pausing to think or check the story. Scammers may alternate threats with reassurance that cooperation will prove innocence. After the first payment, the fear of losing more—or of admitting that the first transfer was a mistake—can make the next demand harder to refuse. A caller’s knowledge of personal details may add credibility, but it does not prove access to an official investigation; information can come from leaks, brokers, public records or earlier scams.

One victim quoted in Scroll’s reporting described the experience as feeling like hypnosis. That is a description of panic and coercive isolation, not literal hypnosis. Reported cases and experts cited in coverage include older people and retirees, but targets also include professionals, business owners and wealthy people. Education and financial sophistication do not make anyone immune to a carefully staged authority scam.

Where the money goes

Reported investigations describe payments moving through mule accounts—accounts opened or controlled by intermediaries—and then being shifted quickly through other accounts. Some investigations have traced funds across borders through cryptocurrency or informal transfer networks. These routes make tracing and recovery harder, but they do not mean every account holder knowingly organised the fraud: an intermediary may be complicit, coerced or unaware.

That is why speed matters. A prompt report may help a bank or investigators flag or place funds on hold before they move again. It does not guarantee a refund.

What the reported figures do—and do not—show

Published totals differ by period, source and category; complaints and reported losses should not be treated as a single, directly comparable trend line.

Reporting period and source Reported figure How to read it

A later April 2026 Scroll report cited a government filing before the Supreme Court with more than 2.41 lakh complaints and approximately ₹30,000 crore in losses. That figure differs substantially from the earlier parliamentary-data account. Without checking the underlying filing and its definitions, it should not be combined with those figures or presented as a like-for-like update.

If you are on the call now

  1. Do not transfer money. Do not share OTPs, PINs, passwords, card details or screen access, and do not install an app or APK sent by the caller.
  2. End the call. You do not need to argue, keep the caller talking or prove your innocence on camera.
  3. Break the isolation. Tell a trusted person immediately. If the caller claimed to represent an agency, contact it using a number from its official website or another independently verified source—not a number or link provided by the caller.
  4. If money has been sent, call 1930 now. India’s National Cybercrime Reporting Portal directs victims of financial cyber fraud to report promptly through 1930 or the portal.
  5. Contact your bank, wallet or UPI provider. Give them the transaction reference and ask for the applicable fraud-reporting and hold or recall process. Do not wait to see whether the caller asks for another payment.
  6. File or complete the complaint at cybercrime.gov.in. Keep the complaint or acknowledgement details.
  7. Preserve evidence: Save messages, numbers, URLs, account numbers, UPI IDs, transaction references, timestamps, documents and video-call details. Keep recordings only where lawfully available. Do not delete the chat or factory-reset the phone before preserving relevant material.
  8. Use local police if needed. Report to local police if directed or if there is an immediate physical threat. Do not travel to a place chosen by the caller or hand over cash. For an emergency, use the appropriate local emergency channel; the cybercrime portal distinguishes emergencies from cybercrime reporting.

Quick reporting may improve the chance that funds can be flagged or frozen, but neither 1930 nor a bank can guarantee recovery. A Hyderabad Police advisory describes a refund after police and bank intervention, an example of what may be possible—not a promise that every payment can be recovered.

If you have already paid or installed an app

Stop further transfers, call 1930 and your bank immediately, and record each amount, time, beneficiary account or UPI ID and transaction reference. File the portal complaint even if the transaction appears complete, and retain its acknowledgement. Be wary of anyone who now promises to recover the money for an upfront fee; that may be a second scam.

If you installed remote-access software, disconnect the device from the internet if it is safe to do so. From a clean device, change banking, email and other critical passwords; contact your bank and mobile carrier; and review account sessions, revoking unknown access. Preserve evidence before removing unauthorised apps, or ask a trusted technician or police cyber unit for help. Uninstalling an app alone does not reverse a transaction or establish that accounts are secure.

A household rule that can interrupt the scam

  • Agree that nobody will transfer money during a threatening call without first consulting another person.
  • Use a simple pause phrase: “I will call you back through the official number.” Practise ending suspicious calls.
  • Make sure older relatives know that police, courts, RBI and ED do not demand payment over a video call to clear a case.
  • Set up bank transaction alerts and suitable account limits; review who can access financial accounts and devices.
  • When someone reports being targeted, help them act quickly and without blame. Shame and secrecy can leave a victim isolated and vulnerable to further demands.

The portal’s suspect-reporting facility also accepts information about suspicious phone numbers, messaging handles, URLs, email IDs and other identifiers. Use it to report what you have preserved; it is not a substitute for immediately reporting a financial loss through 1930.
