An IP address does not usually “refuse” a connection. The message typically points to a problem elsewhere: your device may not be getting an address from the router, the router may have lost its internet connection, DNS may not be resolving website names, or a VPN, proxy, firewall, or remote website may be rejecting traffic. First check whether other devices on the same network work; then inspect the affected device’s IP address, gateway, and DNS settings.

Quick diagnosis: where is the connection failing?

What you see Likely area First check

Being connected to Wi-Fi only confirms a wireless link to the router; it does not prove that the router can reach the internet. Microsoft recommends testing another device on the same network to separate a device problem from a network problem. What “IP address refusing to connect” can actually mean

An IP address is a network identifier and configuration value; it does not itself accept or refuse a connection. The phrase can describe several different failures:

  • Local/private IP: Usually assigned by your home router to a device, often in ranges such as 192.168.x.x, 10.x.x.x, or 172.16.x.x through 172.31.x.x.
  • Public/WAN IP: The internet-facing address assigned to your router by your ISP. Your devices can have valid local addresses while the router has no working WAN connection.
  • Link-local address: On Windows, an address starting with 169.254.x.x is a strong sign that the device did not obtain a normal address from the router’s DHCP service. It is a clue, not proof of a particular hardware fault.
  • Loopback address: 127.0.0.1 refers to the same computer, not to your router or the public internet.
  • DNS failure: Your device may have network connectivity but fail to translate a name such as example.com into an IP address.
  • Connection refused: This commonly means the remote computer or service actively rejected a connection, or nothing is listening on the requested port. It does not, by itself, mean your IP address is defective or blocked.

1. Find out whether the problem affects one device or the whole network

  1. Try the same website or app on another phone, computer, or tablet connected to the same router.
  2. If only one device fails, concentrate on that device’s address settings, adapter, VPN, proxy, firewall, or network profile.
  3. If all devices fail, inspect the router and modem, check for a local ISP outage, and look at the router’s WAN status.
  4. If Wi-Fi devices fail but Ethernet works, focus on wireless settings, interference, or the Wi-Fi adapter. If you can, connect a computer to the router by Ethernet as a comparison.
  5. If only one website or service fails while other sites work, do not reset the whole network yet. The site, its server, a browser setting, or a service-specific filter may be responsible.

Apple likewise recommends checking another device and, when multiple devices cannot connect, checking the router and contacting the ISP if the problem remains. See Apple’s Wi-Fi troubleshooting steps for iPhone and iPad.

2. On Windows, inspect the IP address, gateway, and DNS

On Windows 10 or 11, open Command Prompt and run:

ipconfig /all

Find the section for the Wi-Fi or Ethernet adapter you are actually using. Note its IPv4 address, subnet mask, default gateway, DNS servers, and whether DHCP is enabled. Microsoft documents ipconfig /all as a way to view address, gateway, DHCP, and DNS information in its ipconfig command reference.

  • No usable IPv4 address, or one beginning 169.254.: Windows likely did not receive a lease from the router. Reconnect to the network and check the router’s DHCP service and local connection.
  • A normal private address, but no default gateway: The device lacks a route to the router, or its adapter/network configuration is wrong.
  • A private address and gateway, but domain names fail: Test DNS resolution next.
  • A private address, gateway, and DNS servers, but no internet: The router’s WAN link, ISP, VPN, proxy, firewall, or routing may be involved.
  • Only one app fails: An app-specific proxy, firewall rule, certificate, account, or remote-service issue is more likely than a general IP problem.

3. Renew a Windows DHCP lease and reset network components

If the adapter is set to obtain an address automatically, open Command Prompt as administrator and run these commands in order:

netsh winsock reset
netsh int ip reset
ipconfig /release
ipconfig /renew
ipconfig /flushdns

Restart Windows afterward if prompted or if the connection does not return. The commands have different purposes:

  • netsh winsock reset rebuilds the Winsock catalog used by network applications.
  • netsh int ip reset resets TCP/IP components.
  • ipconfig /release discards the current DHCP configuration.
  • ipconfig /renew asks the DHCP server for a configuration again.
  • ipconfig /flushdns clears cached DNS records, including negative cache entries.

Microsoft lists these steps among its Windows Wi-Fi troubleshooting options and documents DNS client checks, including ipconfig /flushdns, in its DNS client troubleshooting guide.

Do not run release and renew as a universal fix. They are intended for DHCP-configured adapters. If you deliberately use a static IP, record the current address, gateway, and DNS settings first; a DHCP renewal will not repair a bad static configuration. These commands also cannot restore a failed modem, repair a cable, resolve an ISP outage, or make a remote website accept a connection.

4. Test the router connection, then DNS

Use the default gateway shown by ipconfig /all in this command, substituting your own address:

ping <default-gateway>

For example, if the gateway is 192.168.1.1:

ping 192.168.1.1

A reply is evidence that your device can reach the router. No reply can point to a local Wi-Fi, Ethernet, adapter, subnet, or router-LAN issue—but some firewalls block ping, so a failed ping alone does not prove the router is unreachable.

Next test whether a name resolves:

nslookup example.com

If the lookup fails, check the configured DNS server, DNS filtering, or the network’s DNS service. If it returns an address, name resolution is working for that query; a browser, proxy, VPN, firewall, TLS issue, or the website itself may still prevent access. Microsoft’s DNS troubleshooting guide recommends tools such as ping and nslookup to investigate these layers.

Test result What it suggests
Gateway ping fails Investigate local Wi-Fi/Ethernet, adapter, subnet, router LAN, or ICMP filtering.
Gateway responds, but nslookup fails Investigate DNS configuration, the DNS server, or DNS filtering.
nslookup succeeds, but websites do not load Check browser, proxy, VPN, firewall, TLS, or site-specific problems.

5. Check proxy, VPN, firewall, and security software

A proxy or VPN can route traffic differently from the normal connection, and security software can filter addresses or block applications. On Windows, inspect Settings → Network & Internet → Proxy. Turn off a manual proxy only if you do not intentionally need it; a workplace or school may require its proxy configuration.

For a short diagnostic test, disconnect a VPN and temporarily exit third-party network-monitoring or filtering tools. Do not leave antivirus or firewall protection permanently disabled. If access returns, update or reconfigure the software rather than assuming the IP address was the cause. Apple also notes that VPN or security software can affect network connections in its Mac Wi-Fi troubleshooting guidance.

Virtual adapters and networking tools—including Hyper-V, VMware, VirtualBox, and some endpoint-security products—can also affect routing. If this is a managed work or school device, consult IT before removing profiles, certificates, VPNs, proxy settings, or security tools.

6. Check the modem and router

If several devices are offline, log in to your router’s status or internet page and inspect its WAN/Internet address. The exact interface varies by manufacturer.

  • WAN address is 0.0.0.0 or absent: The router has not obtained a usable address from the modem or ISP. Check the cable, port, modem status, WAN connection type, and provider service.
  • WAN address is present but browsing fails: Investigate DNS, router rules or parental controls, firmware, routing, or an ISP-side issue.
  • Two routers use overlapping LAN ranges: A range conflict can prevent devices from reaching the intended gateway. This can happen when a modem/router combo and a separate router both provide routing.

Check that the modem or fiber terminal connects to the router’s WAN/Internet port, not a LAN port, and that cables are seated. Router WAN configuration may require Dynamic IP, PPPoE, or a static address; these are not interchangeable, and ISP instructions should determine which applies. TP-Link’s router troubleshooting guide covers WAN status, address conflicts, connection types, cables, and other router-side checks.

A reboot is not the same as a factory reset. For a reboot, power-cycle the modem and router according to their manuals or ISP guidance, wait for indicator lights to stabilize, and check the connection again. The exact order and wait time vary by equipment. A factory reset erases configuration and may require ISP credentials, Wi-Fi setup, PPPoE details, VLAN settings, or other provider-specific values; do not use it as an early troubleshooting step.

If an ISP appears to bind service to a previously connected device, MAC cloning may sometimes be a compatibility workaround. It is a specialized router/ISP issue, not a routine fix; ask the provider whether it is needed before changing the WAN MAC address. TP-Link describes it as one possibility in its router troubleshooting guidance.

7. Mac: renew DHCP and test the network

  1. Confirm Wi-Fi is on and the correct network is selected.
  2. Restart the Mac, then test another device on the same network.
  3. In the network settings for the active connection, look for the option to renew its DHCP lease. The exact menu labels can vary by macOS version.
  4. Check that the Mac’s date and time are correct, and temporarily test without a VPN or network-monitoring software.
  5. Restart or update the router, try another Wi-Fi network, or use macOS Wi-Fi Recommendations or diagnostics if available.

Apple says restarting may renew the assigned internet address and documents manual DHCP-lease renewal and software interference in its Mac Wi-Fi troubleshooting guide. Avoid relying on a single menu path across all macOS releases because Settings labels can change.

8. iPhone and iPad: reconnect before resetting network settings

  1. Open Settings → Wi-Fi and confirm Wi-Fi is on; select the network and reconnect.
  2. Check that Airplane Mode is off, then restart the device if Wi-Fi is unavailable or greyed out.
  3. Test another device on the same network and temporarily remove or disconnect VPN/security software if appropriate.
  4. Restart the modem and router, and check whether other networks work.
  5. Only if simpler steps fail, consider Settings → General → Transfer or Reset [device] → Reset → Reset Network Settings. The label can vary by iOS/iPadOS version.

Resetting network settings removes saved Wi-Fi networks and passwords, along with mobile, VPN, and APN settings. It can be disruptive on managed or work devices, so check with IT first. Apple’s iPhone and iPad Wi-Fi troubleshooting page, published August 14, 2026, documents these checks and the reset’s effects.

9. Check common edge cases before making bigger changes

Static IPs and duplicate addresses

DHCP is normally the simplest choice for household phones and computers: the router supplies an address, gateway, and DNS settings automatically. Static addressing can be intentional for printers, servers, managed networks, or devices used with port forwarding. Do not replace a deliberate static configuration with automatic settings until you have recorded it or confirmed the right setup with the network administrator.

A duplicate IP can cause intermittent access, router warnings, or one device knocking another offline. It can result from two manually configured devices using the same address, a static address inside the router’s DHCP pool, or a stale reservation. For ordinary clients, return to DHCP where appropriate; for devices that need a stable address, configure a correct reservation or address plan through the router or network administrator.

Captive portals

Hotel, airport, library, café, and some school Wi-Fi networks may assign a valid local address but block internet access until you accept terms or sign in. Open a normal browser page and look for the network’s sign-in screen. A VPN can prevent the portal from appearing, so disconnect it briefly while signing in. Do not enter passwords into a portal page that looks unexpected or suspicious.

DNS changes

Changing DNS is worth considering only when the device has a usable IP address and gateway but name lookups fail. It will not fix a missing DHCP lease, absent gateway, disconnected modem, broken adapter, or ISP outage. DNS providers differ in availability, filtering, logging, and policy; a public DNS server is not automatically faster, safer, or more private.

IPv6

A network can have working IPv4 but a broken IPv6 path, or the reverse, which may make some services load and others time out. If failures began after a router or ISP change, IPv6 may be an advanced area to investigate with the router maker or ISP. Do not disable IPv6 permanently as a generic cure; restore the original setting after any controlled test.

Cellular data and hotspots

If a device works through a phone hotspot but not on home Wi-Fi, the device is probably functioning and the home router, ISP, or local Wi-Fi configuration is a stronger suspect. If Wi-Fi works but cellular data does not, investigate carrier coverage, account status, APN settings, or mobile service rather than assuming the Wi-Fi IP is defective.

10. Use Windows Network reset only after simpler checks

Network reset is a disruptive Windows step, not a first-line fix. On Windows 11, go to Settings → Network & internet → Advanced network settings → Network reset → Reset now. On Windows 10, go to Settings → Network & internet → Status → Network reset.

Microsoft says this removes installed network adapters and their settings, reinstalls the adapters after restart, and restores defaults. You may have to re-enter Wi-Fi passwords, reinstall VPN software, reconfigure virtual switches, restore a Private network profile, or reapply workplace settings. A router factory reset is separate and can erase ISP and Wi-Fi configuration; reserve it for cases where you can restore the required settings.

When to contact support

  • Contact your ISP if every device is offline, the router has no WAN address, the modem cannot establish service, or an outage is likely. Have the modem/router status lights and WAN status available.
  • Contact the router maker if the router repeatedly loses its WAN connection, has a suspected port or hardware failure, or its WAN settings are unclear.
  • Contact device support or your workplace/school IT team if only one device fails after basic checks, especially if it is managed or uses a required VPN, certificate, proxy, or security profile.
  • Contact the website or service operator if your network works normally and only that service refuses the connection. A remote server’s refusal is not proof that your local IP configuration is wrong.
