Windows 11’s built-in Background settings do not offer a general control for setting a video, GIF, webpage, or interactive scene as your desktop wallpaper. You can use a slideshow of still pictures, but for a moving wallpaper you’ll need a third-party app. Lively Wallpaper is a free option that works well for personal videos; Wallpaper Engine is a paid alternative with Steam Workshop content and creation tools.
For a straightforward MP4 wallpaper, start with Lively, then configure it to pause when you’re gaming or using battery power. A live desktop wallpaper is separate from the Windows lock screen and screensaver.
Can Windows 11 use animated wallpapers without an app?
In the currently documented Windows 11 settings, there is no general built-in option for a video or interactive desktop wallpaper. To check the available choices, right-click an empty area of the desktop, select Personalize, then open Background. Windows offers Picture, Solid color, Slideshow, and Windows spotlight. A slideshow rotates between still images; it does not play a continuous animation. See Microsoft’s background settings documentation.

To display a moving video, GIF, webpage, or interactive scene on the signed-in desktop, install a wallpaper app. Download software only from its official source, such as the Microsoft Store, the Lively project on GitHub, or Steam.

Set a live wallpaper with Lively
Lively Wallpaper is free and open-source. It supports videos, GIFs, webpages, interactive content, multiple monitors, and wallpaper-based screensavers. It is a practical first choice if you already have a personal video to use.
Choose a Lively version
For most Windows 11 users, install the Microsoft Store version for a simple Store-based installation and updates. The official Store listing and Lively’s distribution comparison explain its feature differences. The Store edition does not support application wallpapers or additional wallpaper plugins, and it must remain running in the background for screensavers.
Choose the GitHub installer from the project’s official pages if you need features unavailable in the Store version, such as application wallpapers. Application wallpapers are an advanced feature: use only software you trust, and review Lively’s limitations and safety guidance before trying one.

Lively lists minimum requirements of an Intel i3 or equivalent processor, 4 GB of RAM, Intel HD Graphics 4600 or equivalent, DirectX 10 or later, and 1 GB of available storage. Its installer requires Windows 10 version 1903 or later; the Store version requires Windows 10 version 1809 or later. Both requirement baselines include Windows 11. These are minimums, not a guarantee that every high-resolution video, complex webpage, or interactive scene will run smoothly. Performance depends on the wallpaper, displays, and hardware. Import your video or GIF
- Install and launch Lively from the Microsoft Store or its official GitHub project.
- Drag a local video or GIF into the Lively window, or use the app’s add/import control.
- Select the imported wallpaper and apply it to the desired display or layout.
- Check how it fits: depending on the video’s aspect ratio and your display, it may be cropped, stretched, or letterboxed. Adjust scaling or fit options if available.
- Check the wallpaper’s audio and playback controls. Mute it if you do not want sound from the desktop.
- Leave Lively running in the notification area so the wallpaper can remain active.
Start with a local video file, such as an MP4, rather than an unknown executable or downloaded “wallpaper pack.” Not every codec or file will work on every system. Lively documents hardware-accelerated video playback and multiple-monitor support on its official project page.
Pause playback to save resources
An active wallpaper uses system resources; the amount depends on what it renders. A simple video may be lighter than a complex webpage or 3D scene, while multiple high-resolution monitors can increase the load. On a laptop, configure Lively to pause when the computer is on battery. Also enable pausing for fullscreen games or other foreground applications.

In Lively, open Settings > Performance > Wallpaper Playback > Pause Algorithm. The available algorithms include grid-based coverage and options such as all-process, foreground-process, or Direct3D detection. Use the controls to choose when playback pauses, including for fullscreen applications, selected apps, or battery power. Lively also documents pausing for remote desktop sessions. Names and options may vary by app version; consult the performance guide if the setting differs.
After setup, test the rule by launching a fullscreen game and, on a laptop, unplugging the charger. Pausing can reduce wallpaper activity, but it does not guarantee a particular battery-life improvement: brightness, refresh rate, hardware, and other software also matter.
Use Wallpaper Engine for Workshop wallpapers
Wallpaper Engine is a paid Windows app sold through Steam. Its appeal is its Steam Workshop library, interactive and 3D wallpapers, support for multiple monitors, and wallpaper editor. The Steam listing states that it supports Windows 10 and Windows 11 and includes video and webpage support.

- Install Steam, then purchase and install Wallpaper Engine from its official Steam page.
- Launch Wallpaper Engine and choose a wallpaper from its library or the Steam Workshop.
- Apply it to the monitor or monitor layout you want.
- For a personal video, use the app’s import or creation workflow. You can also use the editor to make a wallpaper.
- Configure its playback behavior so it pauses when a fullscreen game or application runs.
The U.S. Steam page displayed a price of $4.99 when checked for this article; the current price may differ by region, taxes, discounts, or later changes. Check the live listing before buying. Steam lists minimum requirements of Windows 10 or 11, a 1.66 GHz Intel i5-equivalent processor, 1 GB of RAM, Intel HD Graphics 4000 or above, DirectX 11, and 512 MB of storage. Windows N editions require Microsoft’s Media Feature Pack. These are listed minimums, not a promise that every wallpaper will perform well on every system.
Use animated wallpapers across multiple monitors
In Lively or Wallpaper Engine, choose how the wallpaper should behave across displays. Depending on the app and wallpaper, you may be able to set a different wallpaper per screen, show the same wallpaper independently on each screen, or span one wide image across the combined display area. Not every video, webpage, or interactive scene supports every layout in the same way.

Check the result on each monitor for cropping, stretching, and aspect ratio. Different resolutions and refresh rates can affect appearance and smoothness, and running animation on several high-resolution displays can increase GPU workload. If the wallpaper has audio, check which display or output is selected so sound does not come from the wrong screen. These third-party display options are separate from Windows’ own background controls.

Desktop wallpaper, lock screen, and screensaver are different
A live wallpaper appears on the desktop after you sign in. It is not the same as the lock screen, which Windows shows before sign-in, or a screensaver, which can appear after inactivity. Microsoft documents picture, slideshow, and Windows spotlight options for the lock screen; it does not document a general control for a third-party live-video lock-screen background. A screensaver is the closest supported equivalent if you want animation while the computer is idle. Lively can use supported wallpapers, including videos, GIFs, webpages, and pictures, as screensavers. The Store version must remain running in the background for this feature; the installer version can run screensavers independently. See Lively’s screensaver guide.
Troubleshoot common problems

If Lively’s animation does not behave correctly on an older Windows configuration, its getting-started guide lists one optional visual-effects check: press Win + R, enter SystemPropertiesPerformance.exe, and ensure Animate controls and elements inside windows is enabled in Performance Options. This is a troubleshooting step, not a required Windows 11 setup change.
Which app should you use?

For a single personal video, Lively is the practical place to start. Choose Wallpaper Engine if its Workshop library, editor, and interactive content justify a paid Steam app for you. If battery life or distraction is your main concern, use a static background or make sure automatic pausing is configured.
