China did test a prototype of an elevated bus that was designed to let some cars pass beneath it—but it did not happen recently. The Transit Elevated Bus (TEB) was demonstrated on a specially prepared, roughly 300-meter test section in Beidaihe, Qinhuangdao, on August 2, 2016. The limited trial never became a regular transit service; its test site was dismantled in 2017.

How the car-straddling bus was supposed to work

The Transit Elevated Bus, or TEB, placed its passenger compartment above the road. Supporting structures ran along the sides of the roadway, leaving an open space underneath. In principle, appropriately sized cars could pass through that opening; they would not drive through the passenger cabin.

Despite being called a bus, the concept was closer to a guided, rail-like transit vehicle than an ordinary bus that could steer freely through city streets. It depended on a prepared corridor and predictable traffic conditions. Names used in coverage included “straddling bus,” “3D Express Coach” and “Land Airbus.” CCTV’s introduction to the concept shows the basic road-straddling design.

What the 2016 test actually demonstrated

The prototype known as TEB-1 was tested in Beidaihe District, Qinhuangdao, Hebei Province. Contemporary reports describe a roughly 300-meter specially arranged road or track—not a normal city route with everyday intersections, mixed traffic and passenger service. The test was intended to evaluate systems such as braking, drag and power consumption, rather than prove that a complete transit network was ready. Xinhua’s report on the test gives the date and describes the systems under evaluation.

The prototype was reported to be about 22 meters long and 7.8 meters wide, with height estimates varying by source from roughly 4.5 to 4.8 meters. A passenger quoted at the time said it traveled about 50 meters at low speed; the vehicle’s air conditioning reportedly was not running during that experience. That account is a reminder of how limited the demonstration was, not evidence of a sustained operating route. China Daily’s contemporary coverage describes the test and passenger experience.

So, could cars drive under it? The design left room for some vehicles, but the reported clearance was about two meters. That excludes many vans, buses and trucks, and leaves little margin for vehicle height variation, road slopes or uneven pavement. A controlled demonstration of the geometry does not establish that cars could safely share a functioning urban route with the vehicle. People’s Daily Online reported concerns about the clearance.

Prototype results versus promotional specifications

Some of the most striking numbers attached to the TEB referred to a proposed larger version, not the vehicle tested in 2016. The developer reportedly promoted a four-section configuration around 60 meters long, with capacity for 1,200 to 1,400 passengers and an average speed of about 40 km/h. Those were targets or promotional specifications; that vehicle was not shown operating in regular service.

Claim What the record supports
It could move subway-scale crowds A much larger passenger capacity was proposed, but the demonstration was a prototype test, not a service carrying those crowds.
Cars could keep driving beneath it The design allowed some suitably sized vehicles beneath the body in a controlled setup; the trial did not validate routine mixed-traffic operation.
It would be cheaper than a subway Lower cost was part of the pitch, but no completed system or independently demonstrated whole-project cost comparison established that claim.
It would travel at about 40 km/h This was a proposed full-scale average speed, not a demonstrated result from the short, low-speed trial.

Contemporary reporting on the TEB distinguishes the planned larger vehicle from the prototype and records the advertised capacity and speed. Treating those figures as the capacity or performance of a bus already in operation confuses a proposal with a result.

Why the idea faced hard engineering and traffic problems

The promise was attractive: move many passengers above an existing road corridor without building a conventional subway, while allowing some traffic below. But “using existing roads” did not mean simply placing a tall vehicle on streets as they were. A practical service would need compatible routes, stations, guidance infrastructure, traffic controls and reliable responses to breakdowns and emergencies.

  • Stability: A heavy passenger vehicle with its cabin elevated has demanding structural and stability requirements. A transport official raised concern about its high center of gravity and potential tipping risk. The issue would be especially serious for a fully loaded, larger version.
  • Clearance: At about two meters, the reported opening was too low for many ordinary road vehicles. A height limit would have to account for trucks, roof equipment, cargo, pavement changes and road grades—not just a car that fits under ideal conditions.
  • Overhead obstacles: Bridges, pedestrian overpasses, signs, traffic lights, utility lines and trees could conflict with a vehicle several meters tall and several lanes wide. Routes might require substantial clearance work or reconstruction.
  • Maneuvering and intersections: The vehicle’s width and guided path would constrain turns, curves, merges and diversions. At intersections, cars beneath it could not move freely without carefully coordinated signals and traffic rules.
  • Breakdowns and emergencies: The demonstration did not establish how operators would handle a car stopped beneath the vehicle, a collision blocking a guide path, a power failure, an evacuation between stations or emergency responders needing access.
  • Stations and maintenance: Passengers would need accessible boarding platforms and safe evacuation routes, while the guidance, braking and electrical systems would require specialized maintenance. Stations and supporting infrastructure would also take up road space.

These are system-level questions. A short test can show that a prototype moves; it cannot by itself show that the route can work safely and reliably across daily traffic, maintenance and emergency conditions. Officials also cited maneuverability and other barriers to commercial use. China.org.cn reported on those concerns.

Was it an official public-transport project?

It is too simple to say that “the Chinese government built a working bus.” A private developer promoted the concept, a prototype was assembled, and local authorities permitted or cooperated with a limited test arrangement. Reports differed on the extent of official involvement; some local accounts described the effort as tourism-related rather than an approved public-transport rollout. The vehicle did not become an established transit service.

The distinction matters because an agreement or permission to test is not the same as a government commitment to deploy a transport network. Early coverage also reported uncertainty over what local departments knew or had formally approved. China.org.cn’s earlier report described questions about the project’s official status.

What happened to the project?

The trials did not lead to regular public service. The site became inactive, and in June 2017 the approximately 300-meter test infrastructure was dismantled. The vehicle was moved to a nearby parking area. ECNS reported the dismantling; People’s Daily Online later reported the vehicle’s relocation.

There was also a financing controversy. In late June 2017, police detained Bai Zhiming, described in reporting as a leading figure connected with Huaying Kailai and the TEB project, along with other employees. Authorities investigated alleged illegal fundraising connected with the financing platform. That is the careful way to state what the cited reporting establishes: a police investigation into alleged fundraising, not a blanket legal finding that every technical claim or person involved was fraudulent. The contemporaneous report covers the detentions and investigation.

The accurate version of the viral claim

The famous images were not invented: China really did test a road-straddling TEB prototype. But the test was in August 2016, on a short prepared section, and the project did not mature into a practical transportation system. The tracks were removed in 2017. Any post presenting the event as a new 2026 breakthrough is recycling old footage or reporting without the essential timeline.

The larger lesson is that a striking vehicle concept is only one part of public transit. A usable system must also solve route geometry, stations, mixed traffic, accessibility, maintenance, emergency access, regulation and long-term financing. The TEB test did not show that those problems had been solved.
