There is no single best free PDF reader for everyone. For most Windows users, Microsoft Edge is enough for reading and occasional annotation; SumatraPDF is the best lightweight standalone reader; and Adobe Acrobat Reader is the safest choice for complex forms, unusual PDFs, and business documents. Mac users can start with Preview, while Linux users should consider Okular.
The important distinction is between reading a PDF and editing one. Free readers can usually open, search, print, annotate, fill ordinary forms, and sometimes add a visual signature. Changing existing text, performing OCR, redacting content, converting files, or applying a verifiable digital signature usually requires different software or a paid upgrade.

Our recommendations
1. Adobe Acrobat Reader: best for compatibility
Adobe Acrobat Reader is the best default when a PDF must display correctly, a form is important, or the file uses interactive features. Adobe positions the free Reader for viewing, annotation, form filling, signing-related workflows, forms, and multimedia content. It is available for Windows, Mac, iOS, and Android.
Reader is not the same as the paid Acrobat editor. Full editing, conversion, OCR, expanded document organization, and other production features belong to paid Acrobat plans or services. That makes Reader a strong compatibility-first choice, but excessive software for someone who only opens books and manuals.

Choose it when: you handle government or business forms, publisher-supplied documents, multimedia PDFs, or files that other viewers fail to display.
2. Microsoft Edge: best no-install option for Windows
Windows users already have a capable PDF viewer in Microsoft Edge. It opens local and online PDFs, supports common reading tools and annotations, and can be set as the default application without installing another program.
To make Edge the default PDF reader, open Settings → Apps → Default apps, choose the option to select a default by file type, find .pdf, select the current app, and choose Microsoft Edge. Microsoft documents Edge’s PDF experience and its relationship with Adobe PDF technology, but Edge is not equivalent to the full Acrobat desktop application.

The major exception is XFA forms. Microsoft states that legacy XFA forms are not supported in Edge. If a tax, banking, government, or enterprise form has unusual interactive controls, open it in Acrobat Reader or the application recommended by the issuer instead.

3. SumatraPDF: best lightweight Windows reader
SumatraPDF is the strongest choice for readers who want a dedicated, uncluttered Windows application. Its official site describes it as free, open source, ad-free, and without bundled software. It is particularly well suited to books, manuals, research papers, comics, and large local document collections. The site showed version 3.6.1 during the research period; check the official page for the current release.

Its trade-off is deliberate simplicity. SumatraPDF is not the primary recommendation for complex forms, collaborative review, OCR, professional signing, or changing existing PDF text. It is a reader first, not a document-production suite.
Choose it when: you mainly read PDFs offline and want a minimal interface without an account or subscription workflow.
4. Firefox PDF viewer: best browser-based annotation option
Firefox’s built-in viewer goes beyond basic display. Mozilla documents support for form filling, text insertion, drawing, highlighting, comments, image insertion, signature insertion, and page operations such as merging, reordering, copying, deleting, and exporting pages.
That makes Firefox useful for students and office workers who want to mark up a document without installing a separate editor. It still is not a full editor: inserting a text box does not change the original text and layout. Mozilla also warns that signatures inserted through the viewer are annotations, not legally binding e-signatures.
If a PDF is blank, has missing fonts, wrong colors, or a broken layout, Mozilla recommends downloading it and opening it with the computer’s default desktop viewer. A dedicated application may handle complex PDFs more reliably.

5. PDF-XChange Editor: advanced Windows option with licensing caveats
PDF-XChange Editor is worth considering when you want more annotation, page organization, and productivity tools than a minimalist reader provides. It is Windows-focused and has a free-versus-paid feature structure.
Do not assume that every visible feature is free. The exact boundaries for editing, OCR, exporting, and watermark-free output can change and depend on licensing. Check the current licensing information before relying on a particular feature or distributing an exported document.
6. Okular: best open-source choice for Linux-oriented users
Okular is an open-source document viewer with a particularly strong fit for Linux and KDE users. It supports more than PDF, includes navigation and annotation features, and can serve as a general document reader rather than a single-purpose PDF app.

7. Apple Preview: best built-in Mac choice
Mac users should try Preview before installing anything. It is built into macOS and handles everyday reading, printing, markup, page rearrangement, and basic signature insertion. It also integrates naturally with Mac file management.
Preview is not a full Acrobat replacement. Advanced forms, OCR, document conversion, professional signing, redaction, and complex production workflows may require another tool. Exact controls vary by macOS version, so menu names can differ slightly between releases.

Choose by task
- I only read PDFs: Choose SumatraPDF on Windows, Preview on Mac, Okular on Linux, or Edge/Firefox if you do not want another app.
- I want the simplest Windows setup: Use Microsoft Edge.
- I need maximum compatibility: Install Adobe Acrobat Reader.
- I annotate academic papers: SumatraPDF suits distraction-free reading on Windows; Firefox, Okular, and Acrobat provide broader annotation options.
- I fill out an ordinary form: Edge, Firefox, Preview, or Acrobat may be sufficient.
- I fill out an important or unusual form: Prefer Acrobat Reader and check whether the document is an XFA form before using Edge.
- I use Linux: Start with Okular; Firefox is a convenient browser alternative.
- I use a Mac: Start with Preview and move to Acrobat if a document does not render or behave correctly.
- I need to edit existing PDF text: A free reader is usually the wrong category. Look for a PDF editor and verify its current free-tier limits.
- I need OCR: Choose software that explicitly includes optical character recognition. A viewer can display a scan without making its text searchable.
- I need a legally meaningful signature: Use an appropriate electronic-signature workflow or certificate-based digital-signature tool, not merely a drawn signature in a reader.
Reader, annotator, editor, OCR tool, or signing service?
“PDF software” covers several different jobs:
- Viewing: opening, zooming, searching, navigating, and printing.
- Annotation: highlights, comments, drawings, stamps, and text boxes placed over a page.
- Form filling: entering data into interactive fields such as text boxes, check boxes, radio buttons, and dropdowns.
- Visual signing: placing a typed, drawn, or image-based signature on a page.
- Electronic-signature workflow: sending documents, tracking recipients, and maintaining audit information.
- Digital signing: applying a certificate-based cryptographic signature that can be validated.
- Editing: changing the PDF’s original text, images, fonts, and layout.
- OCR: recognizing text in scanned page images.
- Document management: merging, splitting, reordering, cropping, redacting, converting, and organizing pages.
A reader may support several of these functions without being a full editor. Highlighting a sentence is not editing that sentence; adding a page is not changing the document’s layout; and OCR is not automatically included just because text can be selected in some PDFs.
Browser viewer or standalone application?
Browser viewers are convenient for occasional files, online documents, and users who do not want another installation. They can also provide useful annotation and form tools. However, browser behavior can be affected by extensions, downloads may work differently from local applications, and long reading sessions or large offline libraries can be easier to manage in a dedicated app.
Standalone readers are generally a better fit for local archives, distraction-free reading, specialized printing, and documents that browsers render incorrectly. They do not automatically provide better compatibility with every PDF, however, so keeping a second viewer available is sensible.

A local open-source application such as SumatraPDF or Okular may appeal to people who want to work offline, but “open source” does not by itself prove that a product has no telemetry or is risk-free. Browser viewers also involve the browser’s own settings, account ecosystem, extensions, and update process. Adobe Reader can expose connected Document Cloud features, but opening a local file is not the same as uploading it.
Be especially careful with cloud conversion, online OCR, AI, and collaboration features. Document contents may be sent to a service, so check the current privacy terms before using sensitive material. Keep PDF software updated, download it from the official vendor or operating-system store, avoid cracked installers, and treat PDFs containing scripts, embedded files, forms, or suspicious links cautiously. No product here should be called “the most secure” without a comparable security test.
Common PDF problems and fixes
The PDF will not open
- Download the file instead of opening it in a browser tab.
- Check whether the file is damaged or requires a password.
- Try Acrobat Reader or another dedicated viewer.
- Download a fresh copy from the original sender if the file remains unreadable.
The PDF is blank or the layout is broken
Try a desktop viewer, especially Acrobat Reader, and check for missing fonts, unusual color profiles, embedded multimedia, JavaScript, or password protection. If the file is an XFA form, do not rely on Edge because Microsoft documents that Edge does not support legacy XFA.

I cannot select or search the text
The file may be a scan made entirely from page images. A reader can display it without recognizing its words. Use a tool with OCR if you need searchable or exportable text, and do not assume that OCR will reproduce the original layout perfectly.
The form fields do not work
Confirm that the file is an interactive form rather than a scanned image. If ordinary fields work but specialized controls do not, try Acrobat Reader or follow the issuer’s recommended application. Check whether the PDF requires a password or certificate.
My signature disappears or looks different
Save a copy and reopen it. A visual signature is only a page annotation unless a proper signing process applies. For important documents, use the organization’s approved electronic-signature or certificate-based digital-signature workflow.

Save a duplicate, reopen it in a second application, and confirm that highlights, comments, and drawings remain visible. Flatten annotations only when you no longer need to edit them, because flattening can make later changes difficult or impossible.
The browser keeps opening the PDF
Use the browser’s download control or change its PDF handling settings. On Windows, you can also set a standalone program as the default through Settings → Apps → Default apps, then selecting the .pdf file type.
When a paid upgrade is justified
You do not need to pay for ordinary reading. A paid editor becomes reasonable when you regularly need to change existing PDF text or images, OCR large batches of scans, convert PDFs to Word or Excel, redact sensitive information, manage complex page workflows, collaborate with a team, or send documents through a professional signing system.
Adobe’s paid Acrobat plans, Foxit PDF Editor, PDF-XChange Editor, and other commercial tools differ in features, licensing, subscriptions, and regional pricing. Check the official product and pricing pages rather than relying on old feature lists or calling a time-limited trial “free software.”

Consider PDF-XChange Editor only after checking the current free-tier restrictions for the specific features you need.
