Short answer: Microsoft’s official .NET Framework 4.7.1 offline runtime installer is an English (ENU) x86/x64 package, not an all-in-one multilingual installer. Download NDP471-KB4033342-x86-x64-AllOS-ENU.exe from Microsoft, install it first, then add the required .NET Framework 4.7.1 language packs separately.
Official .NET Framework 4.7.1 downloads
Use Microsoft’s official .NET Framework 4.7.1 download page. Under Runtime, choose Offline installer. Microsoft’s x86/x64 redistributable is named:

Avoid third-party mirrors and “multilingual” repackaged installers. After downloading, check the file name and its Microsoft digital signature before distributing it.

The Developer Pack is not a replacement for the runtime in deployment scenarios. It supplies targeting and development components for Visual Studio and application development. The web installer is smaller initially but needs Internet access during setup. Microsoft generally recommends it for connected computers because it downloads only the components required by that machine and can obtain matching localized resources.

Is the offline installer available in multiple languages?
Not as one executable. The main offline installer is the English/ENU runtime and does not include language packs. To install localized .NET Framework resources, install the neutral runtime first and then install one or more separate language-pack installers.
Microsoft’s current download page lists language-pack choices such as Simplified Chinese, Traditional Chinese, Czech, German, Spanish, French, Italian, Japanese, Korean, Polish, Brazilian Portuguese, Russian, and Turkish. Older Microsoft documentation describes a 23-language package grouping for Windows 8.1 and Windows Server 2012 R2, including additional languages such as Arabic, Danish, Greek, Hebrew, Hungarian, Dutch, Norwegian, Portuguese (Portugal), and Swedish. These lists apply to particular operating-system groupings and should not be treated as a universal availability list. Select the language pack shown for the target Windows release on Microsoft’s download page.
Multiple .NET Framework 4.7.1 language packs can coexist on one computer. They add translated framework error messages, UI text, and other resource strings. They do not automatically translate a third-party application’s menus, dialogs, documentation, or messages; application localization depends on the application itself and its Windows language settings.

Microsoft’s 4.7.1 offline-installer documentation lists these operating systems:

Windows 11 and later Windows 10 releases are not listed on Microsoft’s 4.7.1 applicability page. That does not by itself establish that the installer can never run on a newer system, but it means you should not assume support. Check the application vendor’s documented prerequisite and Microsoft’s current compatibility information first.

“x86/x64” describes the package architecture; it does not make the installer suitable for every Windows edition or release. The operating system, service pack, servicing state, and application requirement must all be compatible.
What .NET Framework 4.7.1 is
.NET Framework 4.7.1 is a Windows-only release in the .NET Framework 4.x family. It is an in-place update for .NET Framework 4.0 through 4.7, so it updates that 4.x installation rather than installing as an entirely independent 4.x runtime. It runs side-by-side with .NET Framework 3.5 SP1 and earlier versions.

A newer .NET Framework release may not be a tested drop-in replacement for every legacy application.
Before installing offline
- Run
winverand confirm the exact Windows edition, version, and build. - Compare the system with Microsoft’s 4.7.1 applicability list.
- Install pending Windows servicing updates where possible.
- Make sure you have administrator credentials or elevation approval.
- Close programs that use .NET Framework assemblies.
- Copy the runtime and all required language packs to removable media or an accessible network share.
- Plan for a restart.
“Offline installer” means that Internet access is not normally required during installation after the package has been downloaded. It does not bypass unsupported operating-system requirements or replace missing Windows components.
Graphical installation procedure
- Open Microsoft’s .NET Framework 4.7.1 download page on a connected computer.
- Under Runtime, download the Offline installer.
- Transfer
NDP471-KB4033342-x86-x64-AllOS-ENU.exeto the target PC. - Right-click the file and select Run as administrator.
- Accept the license terms and allow setup to finish.
- Restart Windows if prompted.
- Run each required language-pack installer separately, after the base runtime is installed.
- Restart if requested, then test the application that required the framework.
A language pack does not contain the runtime. Installing it before the neutral/English runtime can cause setup to fail.

Silent and managed deployment
A standard quiet installation command is:
NDP471-KB4033342-x86-x64-AllOS-ENU.exe /q /norestart/q requests quiet mode, while /norestart prevents an automatic restart. Your deployment system should record the installer exit code and schedule a controlled reboot when required.
Install language packs as separate deployment steps. Microsoft’s deployment guidance documents the general chaining pattern:
<language-pack-installer>.exe /q /norestart /ChainingPackage <ProductName>Use the exact language-pack filename supplied by Microsoft rather than guessing it. A typical multilingual deployment therefore contains:
- The English/neutral 4.7.1 runtime installer.
- One or more matching 4.7.1 language-pack installers.
- A planned reboot.
- Application validation.
Test the complete sequence on each supported Windows image. Language-pack applicability can vary by Windows release, edition, and language configuration.

Verify the installation
Control Panel and installed updates
The visible entry depends on Windows:
- Windows 7 SP1 and Windows Server 2008 R2 SP1: a .NET Framework product under Programs and Features.
- Windows Server 2012: update KB4033345.
- Windows 8.1 and Windows Server 2012 R2: update KB4033369.
- Windows 10 Anniversary Update, Windows 10 Creators Update, and Windows Server 2016: update KB4033393.
Windows Update or WSUS may already have supplied the framework on an applicable computer, so check installed updates before reinstalling the standalone package.

Administrators can inspect the .NET Framework release value with PowerShell:

Use Microsoft’s official version-detection guidance instead of applying one universal number to every machine. On 64-bit Windows, a 32-bit administrative check may also require the corresponding WOW6432Node registry path.
Registry detection confirms installation state; the application’s documented compatibility requirement remains the deciding test.

“The operating system is not supported”
Check the exact build with winver. Common causes include Windows 11, a newer Windows 10 release than those listed by Microsoft, a missing Windows 7 SP1 prerequisite, an unlisted Windows Server version, or an incompatible servicing state. Do not force the installer with undocumented switches. Use the runtime supported by the application vendor or test the application in a supported environment.
A language pack will not install
Confirm that the base ENU runtime was installed first. Then verify that the language pack matches the target Windows release and language configuration. A language pack for another operating-system grouping may not apply.

The installer requests a restart
This is normal. Close applications before installation and restart Windows. If deployment used /norestart, the management system must perform the restart later before application validation.
The application is still in English
The framework language pack localizes .NET Framework resources, not necessarily the application. The program may lack translated resources, use its own language selector, follow the Windows display language, or require a separate application language pack.
Should you install .NET Framework 4.7.1 today?
Use it when a legacy application explicitly requires 4.7.1 and the target Windows version is compatible with Microsoft’s published applicability information. If the vendor supports a later framework release, evaluate that option instead. Do not install 4.7.1 indiscriminately on a modern Windows computer or assume that a newer release will satisfy an application without testing.

For most deployment scenarios, the correct package set is the Microsoft-hosted ENU offline runtime, the specific language packs required by the organization, and a planned reboot—not a third-party “all languages” executable.
