Windows 8.1 can still be installed from a USB flash drive, but obtaining a legitimate ISO is now the difficult part. Microsoft ended Windows 8.1 support on January 10, 2023, and does not provide security updates, technical support, or an Extended Security Update program for it. Microsoft’s software-download hub still lists Windows 8.1, but its legacy ISO workflow is not dependable enough to promise a working public download link.
Use Windows 8.1 in 2026 only for a specific legacy requirement. For everyday banking, email, passwords, and other sensitive activity, use a supported operating system or a newer computer.

Before downloading: confirm that Windows 8.1 is the right choice
Windows 8.1 still runs on compatible older PCs, but it has no current Microsoft security-support baseline. Microsoft recommends moving to a supported Windows release or replacing hardware that cannot meet current requirements. Windows 10 is not a long-term answer in 2026 either: its support ended on October 14, 2025.

Can Windows 8.1 still be downloaded officially?
There is currently no directly verified Microsoft public Windows 8.1 ISO URL that can responsibly be presented as guaranteed working. The old Windows 8.1 ISO page may redirect, change behavior, or fail to provide the image. Microsoft Community discussions also indicate that general public availability has ended or changed.
Legitimate ways to obtain installation media include:
- An original Windows 8.1 retail DVD or an ISO obtained through a valid retail license.
- OEM recovery media or a recovery image from the computer manufacturer.
- Microsoft volume-licensing or MSDN media for customers entitled to use it.
- An existing ISO whose exact filename, edition, language, architecture, release, and SHA-256 hash can be verified against a trustworthy archival or licensing source.
Do not use “preactivated,” modified, debloated, or “all-in-one” ISOs, activation loaders, cracks, torrents, or random file-hosting mirrors. A page claiming that an ISO is official does not prove that it is genuine. A bootable USB also does not provide a Windows license.
Choose the correct edition and architecture
“Windows 8.1 ISO” is incomplete. Match the installation media to the computer’s license and intended installation:

| N editions | Primarily intended for markets where Windows Media Player components were excluded. |
| x86 (32-bit) | Use only when the processor or required software needs 32-bit Windows. |
| x64 (64-bit) | Usually preferable for a compatible 64-bit PC, especially with 4 GB or more RAM. |
A Windows 8.1 Pro key will not normally activate Core, Enterprise, Single Language, or an N edition. A PC sold with Windows 8 rather than Windows 8.1 may contain an embedded Windows 8 key, and manufacturer-specific editions such as Bing variants may require OEM recovery media. Windows RT tablets use different ARM media and cannot use standard x86/x64 installation media.
Before wiping the PC, check its manufacturer specifications, current edition, processor architecture, and recovery options. What you need
- A legitimate and verifiable Windows 8.1 ISO.
- A valid product key, or an OEM computer with a compatible firmware-embedded key.
- A second working computer if the target PC cannot boot.
- A blank USB flash drive. 8 GB is the practical minimum; 16 GB is safer, particularly for Ventoy.
- A complete backup of the target PC and anything stored on the USB.
- Offline drivers for storage, chipset, Ethernet, Wi-Fi, USB, and graphics.
- A reliable internet connection for the ISO or USB-creation utility.
Rufus or Ventoy will erase the USB during preparation. Microsoft’s installation-media guidance also recommends a blank drive and specifies at least 8 GB for current installation media.
Create the bootable USB with Rufus
Rufus is the simplest choice when you are creating one conventional Windows installer. Download it only from rufus.ie. The site lists support for Windows 8 or later and supports creating bootable media from Windows 8/8.1 ISOs. Rufus’s labels and defaults can change between releases; as of June 30, 2026, its official page listed version 4.15.
- Insert the blank USB drive. Keep the ISO on another drive until the process is complete.
- Open Rufus and confirm the correct drive under Device. Selecting the wrong drive will erase it.
- Under Boot selection, choose Disk or ISO image, then select the Windows 8.1 ISO.
- Choose GPT for a PC configured for UEFI, or MBR for Legacy BIOS. Select the corresponding target system if Rufus displays that field.
- Leave the file system at Rufus’s recommended value unless the target firmware has a known limitation.
- Start the process and confirm that the USB may be erased.
- Wait for Rufus to finish, then safely eject and reconnect the USB before booting from it.
Simply copying an ISO file onto an ordinary USB does not normally make the drive bootable. Rufus writes the required boot structure and installation files.
Use Ventoy for multiple ISO files
Ventoy is useful when one USB drive will contain several operating-system or recovery images.
- Download Ventoy from its official website.
- Install Ventoy to the USB drive, understanding that this normally repartitions or formats it.
- Copy the Windows 8.1 ISO to the Ventoy partition as an ordinary file.
- Boot the target PC from the USB and select the ISO from Ventoy’s menu.
Ventoy supports ISO, WIM, IMG, VHD(x), and EFI files, as well as MBR and GPT and multiple Legacy BIOS and UEFI modes. It is more flexible for a toolkit, while Rufus has fewer moving parts for a single Windows installer. Neither tool guarantees compatibility with every ISO or firmware configuration.
Boot the target PC from USB
- Back up the computer and shut it down completely.
- Insert the USB flash drive.
- Power on the computer and repeatedly tap the manufacturer’s one-time boot-menu key.
- Common keys include F12, F9, F11, Esc, or sometimes Del. F2 commonly opens firmware setup rather than the one-time menu. Check the computer or motherboard manual for the exact key.
- Choose the USB entry. If both options appear, choose the UEFI entry when installing in UEFI mode.
- When Windows Setup appears, choose the language, time, and keyboard options, then select Install now.
Clean installation versus repair or upgrade
Booting from the USB normally leads to a fresh installation. A clean installation can remove applications and personal files from the partitions you erase. Back up documents, browser data, passwords, license information, and anything else you need before selecting or deleting partitions.
An in-place repair or upgrade is different. When supported by the starting edition, architecture, and setup path, run setup.exe from inside the existing Windows installation and choose the option to keep files and applications. Do not boot from the USB if your intention is specifically to preserve the existing installation.
Product keys and activation
Setup may request a key during installation or after Windows starts. A compatible OEM key may be embedded in firmware and applied automatically when the installed edition matches it. This behavior depends on the computer, edition, and media.

If activation fails, record the exact error code and check:
- Core versus Pro.
- Standard versus N.
- Standard versus Single Language.
- Retail versus OEM licensing.
- Windows 8 versus Windows 8.1 licensing.
- Consumer versus Enterprise or volume-license media.
Do not publish or use generic installation keys as though they activate Windows. Installation keys and activation keys are different, and repeatedly trying random keys will not fix an edition mismatch.

The USB is not detected
- Try another USB port, preferably USB 2.0 on an older PC.
- Recreate the drive with Rufus.
- Use GPT/UEFI for a UEFI-configured computer or MBR/BIOS for a Legacy BIOS system.
- Use the one-time boot menu and select the correct USB entry.
- Check firmware settings for USB boot, Secure Boot, or CSM/Legacy compatibility.
- Try another flash drive; damaged or counterfeit drives are common causes.
Setup says that no device drivers were found
The installer may not be able to access the storage controller or USB port. Try a USB 2.0 port, load the manufacturer’s storage driver during Setup, or obtain the computer maker’s Windows 8.1 drivers. OEM recovery media may be the most reliable option for unusual hardware.
Do not casually change AHCI, RAID, or IDE settings. Changing storage mode can make an existing Windows installation unbootable. Follow the manufacturer’s documentation and understand the consequences first.
UEFI or GPT errors appear
UEFI systems normally pair with GPT, while Legacy BIOS systems commonly use MBR. A USB can contain valid files and still fail when its partition scheme or boot mode does not match the firmware. Recreate the USB using the matching Rufus setting, or change firmware mode only after backing up and understanding how it affects the existing installation.
There is no network after installation
Before wiping the PC, download the Ethernet and Wi-Fi drivers from the manufacturer. Also save chipset, USB-controller, storage, and graphics drivers. Keep them on a second USB drive if the installer drive will be occupied.
The ISO fails or appears corrupt
Do not continue with an ISO whose hash, source, edition, or architecture cannot be established. Download from a legitimate source where available, verify the SHA-256 checksum against a trustworthy archival or licensing source, and scan the file for malware. Never use an accompanying activator or loader.
Manual DiskPart preparation: advanced users only
Rufus or Ventoy is safer and more complete for most people. DiskPart does not itself apply an ISO’s boot files and can fail with UEFI layouts, large installation files, or Windows-specific setup requirements.

exitReplace X only with the number of the USB drive. This prepares a partition but does not replace a dedicated ISO-writing tool.
Alternatives to a generic Windows 8.1 ISO
Manufacturer recovery media
OEM recovery media is often best for Single Language, Bing, embedded-key, unusual-driver, or factory-partition cases. It may restore the original Windows version and manufacturer software rather than a clean generic image.
Original DVD
An original retail DVD avoids questionable ISO sources, although the disc may be damaged and the target PC may lack an optical drive. It also may not include later updates.

A supported operating system
If the PC supports a current Windows release, that is the safer choice. If it cannot, a lightweight Linux distribution may extend the machine’s useful life, but compatibility with Windows-only applications, proprietary peripherals, older games, Office workflows, and vendor utilities must be checked first.
Bottom line
You can create Windows 8.1 USB installation media with Rufus or Ventoy, but Microsoft’s public ISO-download path is no longer dependable. Obtain media legally, match the edition and architecture to the license, back up the PC, select GPT/UEFI or MBR/BIOS correctly, and prepare drivers before erasing anything. In 2026, use Windows 8.1 only for a clearly defined legacy need—and keep it offline or isolated whenever possible.
