The 2024 CIO100 ASEAN Awards recognised technology leaders and teams nominated for innovation and organisational leadership across Southeast Asia and Hong Kong. The published 2024 announcement confirms the programme’s finalists, categories and judging framework—but the available official material does not establish a complete ranked top-100 list or confirm that every finalist became a winner.
That distinction matters. This is best read as a verified guide to the 2024 finalists and the transformation themes behind their recognition, not as an independently audited league table.
What the CIO100 ASEAN Awards recognise
The programme is part of Foundry’s regional CIO awards portfolio and focuses on senior technology and digital executives, alongside teams delivering significant organisational change. Although the formal name uses “ASEAN,” CIO ASEAN describes the programme’s scope as Southeast Asia and Hong Kong.
The 2024 awards covered work involving digital transformation, cloud adoption and modernisation, cybersecurity and resilience, infrastructure renewal, agile workplace initiatives, emerging technologies and business outcomes enabled by technology.

Nominees were asked to explain innovations introduced during the previous two years, why those changes were distinctive, how the technology leader influenced the wider organisation and how technology supported organisational objectives.
CIO’s 2024 programme announcement identifies two central judging pillars: innovation and leadership.
How the 2024 awards were judged
According to CIO ASEAN, entries were reviewed by a panel described as independent, comprising CIO.com editors, industry analysts, previous CIO Awards winners and IT executives from other regions. Judges rated sections of the nomination questionnaire, with separate consideration for individual CIO100 recognition and Team of the Year categories.
The available material does not say that financial results, security controls or operational claims were independently audited. Nor does it establish a statistically standardised ranking across countries, sectors or company sizes. A bank, airline, university, insurer and public agency face very different constraints, so finalist status is recognition of a judged nomination—not proof that one organisation is objectively “better” than another.

A team appearing in more than one category is not necessarily receiving duplicate recognition. It may indicate that the same technology organisation demonstrated results across culture, innovation, customer value or talent development.
Transformation themes in the finalist pool
AI-enabled customer insight
HK Express was highlighted for using AI and large-language-model techniques to structure customer feedback from post-flight surveys, social listening and call-centre interactions. CIO reported nomination-related projections of a 50% efficiency increase, US$204,000 in 12-month savings and 840 man-hours. Those figures should be treated as company-submitted or projected claims reported by CIO, not independently verified measurements.
The broader lesson is more useful than the technology label: customer intelligence becomes transformational when feedback is consolidated, interpreted and connected to decisions that improve service operations.

Aboitiz Data Innovation and GXS Bank illustrate the prominence of data and AI capability in the finalist list. Sentosa Development Corporation, Singlife, DHL and YF Life point to another pattern: digital transformation is often judged through the customer, partner or service ecosystem rather than through an isolated internal system.
Public-service and regulated-sector change
Central Provident Fund and the Accountant-General’s Department show that the awards include government-linked and public-service environments. In these settings, transformation may be measured through service accessibility, trust, process resilience, compliance and the ability to modernise without compromising public accountability.
Technology talent and culture
The Culture and Talent categories place people and operating models alongside architecture. Finalists including Nanyang Technological University, Income Insurance, EssilorLuxottica and EtonHouse International Education Group suggest that capability-building, workforce development and adoption are treated as part of transformation rather than as afterthoughts.
Sustainability with defined boundaries
HK Express was the sole published Sustainability finalist. That should not be treated as proof that it won the category, nor as evidence that its sustainability impact was independently validated. Any sustainability claim needs a stated baseline, measurement boundary, time horizon and clear distinction between actual, projected and aspirational benefits.
What makes a transformation genuinely significant?
A sophisticated technology stack is not enough. A CIO100-calibre initiative should be assessed against a consistent set of questions:

- What business or public problem changed? Identify the original service, revenue, resilience, compliance or operating challenge.
- What was deployed? Distinguish an enterprise or regional rollout from a pilot or proof of concept.
- Who adopted it? Look for evidence from employees, customers, partners or public-service users.
- What was the measurable result? Separate actual results from estimates, targets and nomination claims.
- What did the leader change? Consider funding, governance, executive alignment, decision-making and cross-functional collaboration.
- Can the capability endure? Examine data quality, security, privacy, resilience, vendor dependence, talent and operating-model maturity.
What the awards do—and do not—prove
The CIO100 ASEAN Awards provide a useful editorial lens on the kinds of technology leadership being celebrated in the region. They surface examples across commercial, public-service, education, transport, financial-services and logistics organisations.
They do not provide a common statistical denominator for comparing every organisation. The list does not, by itself, measure total technology spending, employee satisfaction, cybersecurity incident rates, long-term shareholder value or the durability of every claimed benefit.
There is also nomination bias: organisations choose which projects to submit and how to describe their results. Uneven disclosure means a smaller organisation with detailed metrics may appear more evidentially compelling than a larger organisation that cannot publish sensitive data.

For executives, recruiters, investors and vendors, the practical approach is to use the list as a starting point for due diligence. Ask for the baseline, scale, adoption data, governance model and independently supportable outcome rather than treating finalist status as a substitute for evidence.
Bottom line
The 2024 CIO100 ASEAN finalists reflect a regional shift from technology implementation toward measurable business, customer, public-service and workforce outcomes. AI-enabled insight, data capability, digital platforms, talent development and sustainability recur across the categories.
But the evidence supports a finalist guide—not a definitive ranked top 100 or a confirmed winner list. The strongest transformations are those where leadership, adoption, responsible execution and durable organisational capability matter at least as much as the technology itself.
