If Halo Infinite says “The code execution cannot proceed because Arbiter.dll was not found,” don’t download the DLL from a third-party site. Arbiter.dll is distributed with Halo Infinite, so first update the game and verify or repair its files through Steam, the Xbox app, or Microsoft Store. If Event Viewer merely names Arbiter.dll as the faulting module, that indicates a crash—not necessarily a missing file—and calls for a different diagnosis.
What the Arbiter.dll error means
The wording matters:
- “The code execution cannot proceed because Arbiter.dll was not found” appears before the game opens. Windows cannot locate or access a file the game needs. An incomplete update, damaged installation, or security-software quarantine are possibilities; the message alone does not identify the cause.
- “Faulting module name: Arbiter.dll” in Event Viewer means Windows recorded a crash in that module. It does not prove the file is absent. A crash can occur at launch, in a menu, or during gameplay.
SteamDB lists Arbiter.dll in a Halo Infinite campaign depot, so it is part of the game installation rather than a standalone Windows component. The practical first step is to restore the file through the game platform’s own repair process, not to source a replacement elsewhere. SteamDB’s Halo Infinite depot manifest
1. Restart Windows and update the game
Close Halo Infinite and exit Steam or the Xbox app, then restart Windows. After restarting, try launching the game before opening overlays, hardware-monitoring tools, RGB utilities, or screen-modification software. Some players have reported that a restart temporarily helped, but it is not a confirmed permanent fix.
Check for updates to Halo Infinite and its platform client. Halo Support provides update guidance for Steam, the Xbox app, and Microsoft Store. In Steam, open Library, right-click Halo Infinite, and choose Update if offered. In the Xbox app, open Library and check Manage installs for a game update. Microsoft Store users should check the Store’s library for updates as well.

2. Verify or repair Halo Infinite on your platform
Use the repair option for the platform where the game is installed. The steps below follow Halo Support’s PC file-corruption guidance. Let the process complete before launching the game again.
Steam
- Open Steam and go to Library.
- Right-click Halo Infinite and select Properties.
- Choose Installed Files and select Verify integrity of game files.
- Wait for Steam to check the installation and reacquire files if needed. Restart Windows, then test the game.
Some Steam versions or support instructions may call the relevant section Local Files instead of Installed Files.
Xbox app for PC or Game Pass
- Open the Xbox app and select Halo Infinite in your library.
- Open More actions (or the three-dot menu), then choose Manage.
- Open the Files tab and select Verify and Repair.
- Let the repair finish, restart Windows, and try launching Halo Infinite.
Microsoft Store
- Open Windows Settings and select Apps.
- Open Installed apps (called Apps & features in some Windows versions).
- Find Halo Infinite, open its menu, and select Advanced options.
- Select Repair, then test the game.
If Repair is unavailable or does not help, continue with the checks below before reinstalling.

3. Check security software for a quarantined file
Open your antivirus or Windows security product’s quarantine, protection history, or detection history. Search for Arbiter.dll, HaloInfinite.exe, or a Halo-related detection. Security software can block or quarantine game files; Halo Support specifically documents a launch issue in which Comodo Antivirus can prevent the Microsoft Store or Xbox-app version from starting. That does not mean every antivirus product or every Arbiter.dll error has the same cause. Halo Infinite known issues
If you find a detection, confirm that it refers to the legitimate Halo installation before restoring it. If you add an exception, limit it to the game’s legitimate installation or executable. Do not permanently turn off antivirus protection or exclude an entire drive. If the file disappears again after repair, investigate the detection rather than repeatedly restoring it.
4. If repair does not fix the launch problem
Reinstall only after repair fails
Reinstalling is reasonable if verification reports corruption it cannot repair, the file repeatedly disappears after being reacquired, or the Microsoft Store or Xbox-app installation still will not launch after repair. It takes time and may not help if security software removes the file again or another launch conflict is responsible.

For a Microsoft Store installation, Halo Support recommends uninstalling and reinstalling if Repair does not resolve file corruption. For Xbox-app and Microsoft Store editions, reinstalling can also retrigger Easy Anti-Cheat installation when that component is missing and prevents launch. For Steam, verify files first. Changing from the Xbox app to Steam is not a guaranteed fix and requires another installation.

Consider Easy Anti-Cheat only as a separate launch issue
Halo Support says Easy Anti-Cheat may rarely fail to install and block Halo Infinite from launching. Its guidance is to verify files on Steam, or uninstall and reinstall the Xbox-app or Microsoft Store version to retrigger EAC installation. This is a relevant branch if the game fails before its normal launch sequence, but it does not establish Easy Anti-Cheat as the cause of an Arbiter.dll message.
Test for a background-app conflict
If the game still fails, close overlays and utilities temporarily, then launch it again. Try exiting Discord, Xbox Game Bar, Steam or GPU overlays, RGB-control software, tuning and hardware-monitoring tools, macro utilities, and screen-modification software. If Halo works, reopen those programs one at a time to narrow down a possible conflict. Community reports are anecdotal; an Event Viewer reference alone is not a reason to permanently remove an application.

Check campaign texture content if the crash happens in campaign
Halo Support has documented a Steam campaign crash associated with required campaign and multiplayer high-resolution texture packs not being installed. If your problem is a campaign or loading crash—not a literal missing-DLL dialog—open Halo Infinite’s Properties in Steam, select the DLC tab, and check the relevant texture-pack installation. See the campaign known-issues guidance. This is a specific campaign troubleshooting branch, not a general Arbiter.dll fix.

First verify or repair the game anyway, then update Halo Infinite and your graphics driver. If the crash continues, note where it occurs and test with overlays and background utilities closed. An exception code such as 0xc0000005 may appear in Event Viewer, but that code and the module name do not, by themselves, identify the underlying cause.

- Whether Windows displayed a missing-file message or the game simply crashed.
- Your edition: Steam, Xbox app, or Microsoft Store.
- When the crash occurs: at launch, in the menu, while loading, or during gameplay.
- The Event Viewer exception code and faulting application/module versions, if shown.
- Your GPU and driver version, and whether verifying or repairing changed the behavior.
- Whether the problem began after a game update, reinstall, move to another drive, security alert, driver change, or new utility.
What not to do
- Do not download Arbiter.dll from a DLL website. A replacement may be the wrong version, unsafe, or incompatible with the rest of the game.
- Do not copy it from another PC or an unrelated Halo installation. Game files need to match the installed build and surrounding files.
- Do not use generic DLL-registration commands or unverified registry edits. No Arbiter.dll-specific command-line fix is established by the cited Halo guidance.
- Do not disable antivirus permanently. Check its history and use a narrowly scoped exception only when appropriate.
- Do not treat a faulting-module entry as proof the file is missing. Event Viewer identifies where a crash was recorded, not necessarily why it happened.
When to contact support
Contact Halo Support for persistent game crashes or suspected game bugs. Contact Steam Support if Steam cannot verify, download, or manage the installation; use Xbox or Microsoft Support for Xbox-app or Microsoft Store installation and account problems. Include the details listed above and describe the exact error wording. That helps separate a missing-file installation problem from a crash that happens to name Arbiter.dll.
