SMS Installer was Microsoft’s application-packaging tool for Systems Management Server (SMS), chiefly used with SMS 2.0 and SMS 2003. It captured changes made during an application installation and built a scripted setup package for deployment. It is a legacy tool, not a current Microsoft packaging product; administrators maintaining old packages should handle them in isolation and plan a migration.
What “SMS” means
In this name, SMS means Systems Management Server, Microsoft’s former enterprise systems-management product—not Short Message Service or text messaging. SMS Installer was an administrator tool for preparing applications for repeated deployment to managed Windows computers.
The phrase can be confusing because the tool and its host product belong to an earlier generation of Microsoft management software. Historical documentation covers SMS Installer 2.0 and SMS 2003. Microsoft’s current packaging guidance instead documents tools such as MSIX Packaging Tool. A current supported Microsoft download for SMS Installer was not verified, so do not treat archived copies as supported downloads.
What SMS Installer did
SMS Installer combined application repackaging with installation scripting. Its repackaging workflow compared a computer’s state before and after the vendor’s setup ran, identifying observed changes such as files and registry entries. An administrator could review the captured changes, edit installation instructions, and compile a distributable package.

The usual output was a self-extracting setup executable containing the script and required payload files. It was intended for SMS software distribution, but the executable could also be delivered through other means. Later SMS Installer-related workflows supported MSI creation; that does not make SMS Installer synonymous with Windows Installer or mean every package it produced was an MSI.

Smsinstl.exeas the installer used on the reference computer. Files were associated with SMS installation media and site-server directories, with paths varying by platform and installation. - SMS 2003: Documentation describes
Smsimain.exeas a self-extracting setup program run on an SMS 2003 primary site server to extract the SMS Installer files. The reference-computer installer was still identified asSmsinstl.exe.
Those executable names and paths are useful when identifying old documentation or inventory records; they are not evidence that the files remain available from Microsoft or will run on current Windows. Historical accounts of the versions and their setup are available for SMS Installer 2.0 and SMS 2003.

How the historical repackaging workflow worked
- Prepare a reference computer. Use a clean machine representative of the target computers: matching operating system, baseline software, paths, permissions, and user context as closely as possible. SMS 2003 guidance cautioned against using an SMS client as the reference computer.
- Capture the baseline. SMS Installer scanned the reference machine to establish its initial state.
- Run the vendor’s setup. Install the application with the options and prerequisites that matter to deployment. Include relevant restarts and configuration steps.
- Capture the changes. A second scan compared the system with the baseline. The result reflected observed changes, not necessarily every part of the application’s intended installation logic.
- Review and edit. Remove unrelated or temporary changes and correct machine-specific paths or settings. Historical tools included a Repackage Installation Wizard, Installation Expert, and Script Editor.
- Compile and test. The compiler could produce a self-extracting executable. Test installation, application launch, logging, upgrades, removal, and behavior on representative target systems—not just the reference computer.
- Distribute. The resulting package could be delivered through SMS software distribution or another suitable channel.
Reference systems historically ran operating systems such as Windows 3.1, Windows 95/98, and Windows NT 3.51/4.0. The old documentation’s low memory and disk requirements are historical details, not useful specifications for modern deployment. Why snapshot packages can fail
A before-and-after capture can make a repeatable installation from a simple setup program, but it records what happened on one machine under one set of conditions. That creates predictable risks when deploying elsewhere:
- Hardware-dependent setup: An installer may detect the reference computer’s hardware and capture choices that are wrong for another device.
- Different paths or drive layouts: Hard-coded locations or drive letters can make copied files and shortcuts point to the wrong place.
- Reboots during setup: SMS 2.0 release notes warn that a setup-triggered restart did not automatically restart the Repackage Installation Wizard. The capture may need careful recovery or repetition.
- User-specific changes: Per-user registry data or profile files captured under an administrator’s account may not be appropriate for all users.
- Conditional or delayed behavior: Changes made only on first launch, after a download, or under a particular condition may not appear in the capture.
- System-level components: Services, drivers, scheduled tasks, prerequisites, and other complex behaviors need explicit verification; do not assume a snapshot reproduced them correctly.
- Licensing and activation: Repackaging can affect activation, update mechanisms, digital signatures, vendor support, or redistribution rights. Check the application’s terms and consult the vendor where needed.
The key point is that a successful capture is not proof of a portable, complete, or maintainable installer.

SMS Installer versus MSI and MSIX

If you need to deploy an application today, first look for the vendor’s current MSI, MSIX, or enterprise deployment package. Repackaging an old executable into another format may preserve only its captured payload and actions; it does not restore the original vendor installer, licensing logic, or future upgrade support.

Can you still download or use SMS Installer?
Historical documentation and archived executables may still be found, but the available evidence is for SMS 2.0/SMS 2003-era systems, and a current supported Microsoft download was not verified. Do not download a copy from an untrusted archive or run it on a production endpoint. SMS licensing terms also matter; an archived file should not be assumed to be free to use or redistribute.

If legacy recovery is unavoidable, use an isolated lab or virtual machine, preserve the original files and hashes before execution, and confirm your organization’s licensing records. The documented reference-computer operating systems are from the Windows 3.x, Windows 9x, and Windows NT 4.0 era. There is no basis to assume SMS Installer works correctly on Windows 10 or Windows 11.
Modern alternatives
Choose a replacement based on the package format, application behavior, deployment platform, and amount of packaging work—not simply on whether a tool can capture a setup once.
- Microsoft MSIX Packaging Tool: A Microsoft option for converting compatible desktop applications into MSIX, with an interactive interface and command-line functionality. Microsoft’s documented workflow uses a packaging driver to monitor installation changes; the stated tool prerequisite is Windows 10 version 1809 or later. It is a good starting point for MSIX-focused work, but not a universal solution for applications requiring incompatible drivers, services, or system changes. - Advanced Installer: A commercial authoring and packaging environment. Its Repackager documentation describes converting installers to MSI, MSIX/APPX, and App-V formats. Consider it when you need broader authoring, patching, or deployment features, rather than only a single MSIX capture. See the Repackager guide.
- Master Packager: Offers MSI/MSIX editing and repackaging capabilities, with a Community edition and paid options. Check the current license terms carefully, particularly if packaging work is performed for external clients. See its pricing and licensing information.
- PACE Suite and RayPack Studio: Microsoft lists these among third-party tools used in desktop-app packaging workflows. They may suit dedicated packaging teams that need specialized quality-assurance or workflow features. Compare current capabilities and licensing directly with the vendors; no price is stated here. Tool pricing, availability, and terms change. Evaluate current vendor information before buying, and first confirm that the target application and required deployment format are supported.
Safely recovering an old SMS Installer package
- Preserve it. Keep the original package, timestamps, any associated scripts or notes, and file hashes.
- Do not launch it on production systems. If inspection requires execution, use an isolated virtual machine with no access to sensitive networks or data.
- Identify what you have. Determine whether the file is an SMS Installer executable or another installer type; review available metadata and documentation.
- Find the application’s source. Look for a current vendor installer and supported deployment instructions before trying to reproduce an old package.
- Compare behavior. If migration is necessary, compare installed files, registry changes, prerequisites, services, and licensing behavior in a controlled test environment.
- Rebuild and validate. Create a supported deployment package with a suitable current tool, then test clean install, upgrade, removal, and user-context behavior on representative Windows versions.
- Retire the legacy package. Once the replacement is validated, document the change and remove the obsolete package from active deployment sources.
An old package may be recoverable, but it may not reveal the original vendor installer, installation intent, complete uninstall logic, prerequisite detection, or upgrade strategy. Treat migration as a rebuild and validation task, not a guaranteed format conversion.
