Short answer: X said it reduced monthly cloud costs by 60% after consolidating infrastructure and leaving its Sacramento data center. That is not the same as cutting total company costs by 60%, and public evidence does not prove that every dimension of quality was preserved.
The savings came from a high-risk operating model: fewer facilities, less excess capacity, lower vendor and real-estate spending, and a dramatically smaller workforce. Some of those changes can improve efficiency. Others reduce redundancy, institutional knowledge, moderation capacity, and recovery margins.
What the 60% figure actually means
X reportedly claimed that leaving its Sacramento data center would save about $100 million annually and reduce monthly cloud costs by 60%. X engineering later cited the same reduction while describing infrastructure changes that it said freed 48 megawatts of electricity and removed roughly 60,000 pounds of network ladder rack.

Those are company-reported figures. Public reporting does not establish the precise baseline, accounting period, contract terms, or whether the claimed annual savings were fully realized. The number could describe a run-rate reduction, a comparison with a particular period, or a narrower cloud-spending category. It should not be presented as an independently audited result.
It also does not include payroll, debt service, office costs, legal obligations, advertising losses, or the full cost of running X.
Why X pursued such aggressive cuts
The infrastructure program followed Elon Musk’s acquisition of Twitter, which was financed partly with substantial debt. That increased the importance of immediate cash preservation. At the same time, advertising revenue weakened after the takeover as advertisers questioned platform governance, brand safety, and content moderation.

- Data-center consolidation and server reductions;
- lower public-cloud and infrastructure spending;
- mass layoffs;
- office closures and real-estate reductions;
- vendor renegotiation and disputed unpaid obligations;
- cuts to advertising, communications, policy, trust-and-safety, and support teams.
How infrastructure consolidation can reduce costs
Operating fewer facilities can remove several layers of duplicated expense:
- Colocation fees, power, and cooling;
- hardware maintenance and network equipment;
- duplicate operations teams;
- inter-data-center traffic and management overhead;
- idle servers and overprovisioned cloud capacity;
- unused storage, monitoring, and internal services.
A large platform may also obtain lower unit costs by moving stable, high-utilization workloads to owned or leased hardware, renegotiating cloud commitments, consolidating regions, and reducing data movement. If workloads are predictable and hardware is well utilized, dedicated infrastructure can be cheaper than paying a cloud provider for elastic capacity.
But “cloud versus owned hardware” is not a universal price comparison. Public cloud also provides elastic capacity, managed failover, availability zones, managed databases, and faster deployment. A cheaper architecture can become more expensive after accounting for outages, emergency engineering work, customer churn, compliance exposure, and lost revenue.
Efficiency versus risk transfer
The central question is whether a saving removes waste or removes protection.
Efficiency might mean deleting idle storage, rightsizing instances, eliminating duplicate tools, reducing unnecessary data transfer, or improving hardware utilization. These measures can lower recurring costs without changing the service users receive.

Risk transfer means accepting less redundancy, fewer recovery options, smaller incident teams, weaker monitoring, or slower security and moderation work. The bill may fall immediately, but the organization has not necessarily become more efficient; it may simply be carrying more operational risk.

Reporting on X’s server reductions warned that fewer systems and less redundancy could make failures more consequential. Specific risks include:
- A regional outage affecting more users;
- less capacity for elections, breaking news, disasters, sports, or viral events;
- harder maintenance scheduling;
- higher dependence on a small number of facilities or vendors;
- more difficult disaster recovery;
- aging hardware and deferred replacement;
- fewer specialists available during incidents.
Continued operation under normal conditions does not prove that these risks disappeared. It only shows that the reduced footprint was sufficient for the traffic and failures observed at particular times.
The workforce reduction changed more than payroll
Reporting estimated that X’s workforce fell from roughly 7,500 employees to about 1,500, or approximately 80%, although exact totals vary by date and employee classification.
The cuts affected engineering, infrastructure, data-center operations, advertising, communications, policy, trust and safety, human rights, content curation, and machine-learning ethics teams. Payroll savings were immediate and substantial, but so was the loss of organizational capacity.

A platform can continue loading pages while suffering less visible degradation in:
- Incident response and on-call depth;
- security review and vulnerability remediation;
- test coverage and documentation;
- accessibility and long-term architecture work;
- spam and abuse investigations;
- moderation consistency and appeals;
- advertiser support and customer service.
That is why uptime alone is an inadequate definition of quality.
“Quality” has at least four meanings

X remained a large global social platform after the cuts, and its engineering organization presented the infrastructure changes as an operational success. That supports a narrow conclusion: the service continued operating and some costs apparently fell substantially.
It does not prove that uptime, latency, incident rates, moderation, advertiser experience, or ecosystem quality remained unchanged. Public reporting described major reductions in trust-and-safety and policy staffing, while advertisers raised concerns about brand safety and platform governance.
The revenue contradiction
Cost cutting cannot be evaluated separately from revenue. X’s advertising business suffered major disruption after the acquisition, with reporting citing steep declines in ad spending and advertiser concern about content moderation and platform governance.

Even if infrastructure and payroll expenses fell, the business could become economically weaker if advertising revenue fell faster. The relevant calculation is not simply:
old costs − new costs = success.
It is closer to:
cash saved − lost revenue − transition costs − added operational risk = net economic effect.
Advertising-team cuts may reduce expenses while also weakening sales capacity and customer support. Reduced moderation may lower staffing costs while making the platform less attractive to regulated brands. A lower infrastructure bill can therefore coexist with a weaker commercial product.

X also changed access to its API and introduced much higher pricing for some tiers. Researchers reported enterprise access reaching approximately $42,000 per month, making many previous research uses impractical.
This was primarily an access-policy and monetization decision, not proof that infrastructure became more efficient. It affected the wider ecosystem by reducing affordable access for researchers, developers, monitoring organizations, and third-party services. Quality includes that ecosystem value, not only whether X’s own servers respond to requests.
What other companies can safely copy
Most organizations should not copy X’s risk profile. They can, however, apply the underlying cost discipline more safely.
- Define service-level objectives first. Set explicit targets for availability, latency, recovery time, data loss, and incident response.
- Measure unit economics. Track cost per request, user, post, gigabyte, transaction, and region.
- Remove waste before redundancy. Start with idle resources, unused storage, duplicate tools, oversized instances, and unnecessary data transfer.
- Use commitments selectively. Reserved capacity and savings plans work best for predictable workloads; do not trade away flexibility blindly.
- Preserve critical recovery capacity. Multi-region failover, backups, observability, and incident staffing are safeguards, not waste.
- Load-test before consolidation. Test traffic spikes, regional failures, deployment rollbacks, and disaster recovery.
- Measure customer outcomes. Watch latency, failed requests, abuse response, support queues, advertiser retention, and revenue—not just cloud invoices.
- Separate temporary cash preservation from architecture. A short-term emergency measure should not quietly become the permanent operating model.
- Assess reversibility. Ask how quickly capacity, vendors, specialists, and institutional knowledge could be restored.
- Publish before-and-after metrics. Savings are credible only when paired with comparable reliability and quality data.
A practical scorecard for cost cuts

Verdict
X appears to have achieved substantial infrastructure savings through consolidation, lower capacity, and aggressive expense control. But the evidence supports a narrower conclusion than the original headline: X claimed a 60% reduction in monthly cloud costs, not a 60% reduction in total company costs.

Nor is “without sacrificing quality” established. The platform continued operating, but reliability margin, staffing, moderation capacity, advertiser trust, and developer access are separate measures. The most accurate description is that X traded redundancy, personnel, and institutional capacity for lower cash expenses while accepting risks that many companies could not safely absorb.
