In the legacy CIFS Browser Protocol, the master browser is chosen through an election—not by a simple rule such as “the newest Windows version wins.” Eligible browser servers compare a combined numeric election-criteria value. The higher value wins; if the values tie, the machine with greater browser-service uptime wins; if uptime also ties, the alphabetically earlier NetBIOS name wins.
This process applies mainly to older SMB1/NetBIOS networks. The Computer Browser service is deprecated, and modern Windows installations generally do not use it for ordinary network discovery.
The election order
1. Higher election-criteria value
2. Greater browser-service uptime
3. Alphabetically earlier NetBIOS server name
Microsoft defines these comparisons in the MS-BRWS protocol specification. The criteria value is an unsigned 32-bit number formed by combining an operating-system value, the browser version contribution, and applicable role flags.

What the master browser does
A local master browser maintains a browse list for a machine group on a subnet. It collects information about servers and shared resources and responds to browser requests from clients.
A backup browser keeps a copy of the browse list and can answer requests when appropriate. A domain master browser coordinates browse-list information across subnets in a classic Windows NT-style domain.
The master browser is therefore not necessarily:
- The Active Directory domain controller
- The DNS server
- The main file server
- The default gateway
- The fastest computer
- A universal, network-wide authority
There is normally one local master browser for each machine group on a subnet. Browse traffic is based on NetBIOS broadcasts and related browser-service mechanisms, so it does not behave like modern routed service discovery.

An election can begin when:
- No local master browser can be found.
- A browser client cannot retrieve the browse list from the current master.
- A master browser detects that another machine also claims to be master.
- The existing master shuts down or disappears.
- A preferred master starts and intentionally provokes an election.
- A browser server receives an election request and determines that it has better qualifications.
In the legacy process described by Microsoft’s specification, candidates broadcast their qualifications. Less-qualified machines withdraw, and the best remaining candidate becomes master after further election transmissions receive no superior response. Samba describes the process similarly as repeated self-elimination.
Who can participate?
The protocol distinguishes several types of machine:
- Browser clients: Request browse information.
- Potential browser servers: Are eligible to become browsers.
- Backup browsers: Maintain copies of the local browse list.
- Local master browsers: Maintain the authoritative browse list for a machine group and subnet.
- Domain master browsers: Coordinate browse information across subnets in a classic domain.
Not every Windows product can perform every role. Microsoft’s product-behavior notes state, for example, that Windows 98, Windows 2000 Professional, Windows XP, and Windows Vista cannot act as domain master browsers. Windows Server 2008 and later have browser functionality off by default.
What is in an election request?
The election request is a browser frame sent through the MAILSLOTBROWSE mechanism. It is broadcast to the machine-group election name, whose NetBIOS suffix is 0x1E.

How the election-criteria value is constructed
Operating-system value
Microsoft defines two implementation-level operating-system contributions:

These are protocol values, not a current ranking table for Windows 10, Windows 11, or Windows Server releases. The higher value occupies the high-order portion of the criteria number, so it normally outweighs the lower-order role flags.
Older Samba documentation describes historical operating-system “levels,” such as server systems ranking above workstation systems. That history helps explain older elections, but it should not be interpreted as a modern Windows-version selection rule.
Browser version
The browser-version contribution is:
0x00010F00
The packet’s separate version field is 0x01. In ordinary Windows/Samba interoperability, this contribution is usually not decisive because implementations use the same browser protocol.
Role flags
Applicable role and status flags are combined with bitwise OR:

A machine may have several flags at once. For example, a preferred domain controller that is already the master can have multiple role bits set.
How ties are resolved
1. The combined criteria value
The higher unsigned 32-bit criteria value wins. Because the operating-system contribution is high-order, it generally matters more than any individual role flag.

2. Browser-service uptime
If the criteria values are identical, the machine with the greater browser-service uptime wins. This is not necessarily the operating system’s boot time. Restarting the browser-related service can reset this value even if the computer itself has been running continuously.

3. NetBIOS name
If both criteria and browser-service uptime are equal, the alphabetically earlier NetBIOS server name wins. This is only the final tie-breaker, not the normal selection rule.
The comparison does not use CPU speed, IP address, DNS ordering, Active Directory site cost, or total system uptime.
Worked hexadecimal example
Assume three legacy browser servers advertise the same browser version:

The wire-level comparison is:
0x20010F08 > 0x20010F04 > 0x10010F80
On that abstract comparison, SERVER-A wins. The example shows why a PDC flag does not automatically overcome a higher operating-system contribution in the numeric calculation. Actual Microsoft domain behavior also includes special PDC and domain-master rules, so this arithmetic example should not be treated as a promise that every Windows release and domain configuration behaves identically.
What happens after a machine wins?
The winner becomes the local master browser, stops advertising itself as a backup browser, begins advertising the master role, resets relevant timers, and announces its local-master status.
Microsoft specifies these election-delay ranges based on the candidate’s current role:

A former master that loses unregisters the local-master name so the winner can claim it. A domain controller that loses may remain a backup browser; a non-domain-controller generally returns to the potential-browser role.

In a classic Windows NT-style domain, the primary domain controller has a special relationship with the domain master-browser role. Microsoft specifies that the PDC registers the domain’s <domain>[0x1B] NetBIOS name and that other servers must not register it.

A PDC running the browser service is strongly favored in local elections because the PDC flag contributes 0x80. Microsoft also states that a machine acting as the PDC must act as the domain master browser for its subnet.
However, this should not be restated as a universal modern Active Directory rule. The browser protocol is legacy, and normal current Windows networking does not depend on it.
Local master versus domain master

The domain master browser is not simply another independently elected local browser. Samba’s documentation states that there is no separate election to decide the domain master browser: the role is configured administratively, while Microsoft’s design ties it to the PDC.
Useful legacy NetBIOS names include:

How Samba influences the election
For Samba’s legacy nmbd browser implementation, relevant global settings include:

Setting it tonocauses Samba to lose elections.preferred master = yessets the preferred-master bit and causes Samba to force an election when it starts.os levelcontrols the operating-system value Samba presents. Samba documents a range from 0 through 255.
These settings apply to legacy NetBIOS browsing, not to selecting an authoritative SMB file server in a current network.
Samba documents os level = 255 as a way to dominate elections, but it is not a routine recommendation. Avoid configuring multiple servers with both:
os level = 255
preferred master = yes
Multiple similarly configured preferred masters can repeatedly force elections. Minor differences such as uptime or current role may decide individual contests, producing instability rather than a reliable administrator-controlled result.
Does browsing work across subnets?
Workgroup browsing is normally limited to one subnet. In a classic domain, the domain master browser helps coordinate browse lists between subnets.

The protocol is not equivalent to modern routed service discovery. Broadcast boundaries, NetBIOS name resolution, firewalls, router behavior, and WINS configuration can prevent machines from seeing each other even when the election algorithm is working correctly.
A WINS-related flag may affect election preference, but it does not make broadcast browsing routable or remove firewall requirements. Microsoft also notes that the CIFS Browser Protocol is ineffective on Windows-based servers where only IPv6 is enabled.
Why this matters less on current Windows
Microsoft describes the Computer Browser driver and service as deprecated and the protocol as dated and insecure. The service depended on SMB1, which is not installed by default on many modern Windows installations.
Without SMB1, the legacy Explorer Network display cannot rely on NetBIOS datagram browsing. Moreover, Explorer’s current Network view is not proof that a legacy master-browser election is occurring; newer discovery mechanisms such as Function Discovery and WS-Discovery may be involved.
Do not re-enable SMB1 merely to make old network browsing appear. Microsoft recommends safer approaches such as mapping drives and printers. If SMB1 is unavoidable for a tightly controlled legacy device, treat it as a migration exception, isolate it, and plan its removal.
Troubleshooting checklist
- Confirm the technology. Determine whether the problem involves SMB1/NetBIOS browsing or a modern discovery mechanism. An empty Explorer Network view does not by itself prove a master-browser failure.
- Identify actual candidates. List Windows and Samba systems that still run legacy browser services on the same machine group and subnet.
- Check preferred-master settings. Look for more than one Samba server configured with
preferred master = yes. - Compare Samba OS levels. Review
os level, but avoid using an extreme value as a permanent fix without understanding the mixed environment. - Check service restarts. A browser-service restart resets browser uptime and can change a close election.
- Check network boundaries. Verify IPv4 connectivity, NetBIOS name resolution, broadcast handling, WINS where applicable, and firewall rules.
- Separate symptoms from access. Test a direct UNC path such as
\servershare. If direct access works, the browse-list display—not SMB authorization or file serving—may be the problem. - Prefer a durable replacement. Use DNS names, mapped drives, Group Policy-deployed mappings and printers, Active Directory tools, endpoint-management inventory, or supported discovery mechanisms.
Bottom line
The legacy master-browser election compares an advertised numeric criteria value first, then browser-service uptime, and finally the alphabetically earlier NetBIOS name. The criteria value combines an operating-system contribution, browser version, and role flags such as PDC, preferred master, current master, domain controller, backup browser, and WINS/NetBIOS use.
That explains historical Windows and Samba election messages, but it is not a current method for choosing a primary file server or discovering resources on a modern Windows network. For present-day networks, direct UNC paths, DNS, mapped resources, Active Directory management, and supported discovery tools are safer and more predictable than restoring SMB1 browsing.
